<br />Preliminary Closure and Postclosure Maintenance Plan 3-3 Department of Public Works/Solid Waste <br />North County Recycling Center and Sanitary Landfill County of San Joaquin <br /> <br />• Settlement: Inspect for ponding and differential settlement. <br />• Slope Failure: Observe visually while on-site. <br />• Leachate Seeps: Observe visually while on-site. <br />Erosion damage, which may occur as a result of extremely heavy rainfall, will be repaired. Temporary berms, ditches, and straw mulch will be used as needed to prevent further erosion damage to soil cover areas until site conditions permit replacement of eroded soil and reseeding of vegetation. Such action should prevent problems associated with leachate generation due to infiltration of surface water, gas venting through the cover at unacceptable levels, and vector attraction by exposed refuse. <br />During the postclosure maintenance period, an aerial photographic survey of the entire site will be performed every five years to evaluate landfill settlement. These surveys will be used to prepare iso-settlement maps. Such maps will have a maximum contour interval of 2 feet. <br />The site will be inspected quarterly at a minimum, and maintenance performed as necessary. <br />3.3.2 Inspecting and Maintaining the Drainage System <br />Drainage control problems can cause accelerated erosion of a particular area within the landfill. Differential settling of drainage control structures can limit their usefulness and may result in failure to direct stormwater properly off the site. <br />The final drainage system will be routinely inspected and evaluated for ponded water and blockage of, and damage to, drainage structures and swales. Such conditions will be immediately corrected within areas where such problems are noted, to prevent further damage. <br />Inspections will be conducted during the following time frames: <br />• One month prior to the normal start of the rainy season <br />• Within one week after the occurrence of the first two major storm events <br />• Within one month after the end of the rainy season <br />The inspections will identify deficiencies and necessary maintenance will be conducted when weather conditions and site conditions allow. <br />3.3.3 Maintaining the Vegetative Cover <br />The vegetative cover will be routinely inspected and evaluated for any signs of stress; that is, stunted growth, wilting, or changes in its natural color in excess of normal seasonal changes that may be caused by LFG emissions or leachate seeps. Bare spots will be identified and revegetated. Inspections will be performed monthly during the rainy season for the first year and quarterly thereafter.
