North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 1 <br />1.0 Amended General Permit 2014-0057-DWQ Requirements <br />The Industrial General Storm Water Permit requires that the SWPPP be retained on site and <br />made available upon request of a representative of the State Water Resources Control Board <br />(SWRCB), Regional Water Quality Control Board (RWQCB) and/or the local storm water <br />management agency that receives storm water discharges. Either a paper or electronic copy of <br />all storm water monitoring information, records, data, and reports required by the General <br />Permit shall be kept on site or available during regularly scheduled operating hours for a period <br />of at least five (5) years. <br />The General Permit specifies that the RWQCB or the local agency may notify the facility <br />operator when the SWPPP does not meet one or more of the minimum requirements found in <br />Section X and Section XI of the National Pollutant Discharge Elimination System (NPDES) <br />Permit. As requested by the RWQCB or local agency, the facility operator is required to submit <br />a SWPPP revision and implementation plan via the State of California’s Storm Water Multiple <br />Application and Report Tracking System (SMARTS) within 30 days. <br />The SWPPP must be revised, as appropriate, and implemented prior to changes in industrial <br />activities that: <br />(1) May significantly increase the quantities of pollutants in storm water discharge. <br />(2) Cause a new area of industrial activity at the facility to be exposed to storm water; or <br />(3) Begin an industrial activity that would introduce a new pollutant source at the facility. <br />During the Annual Comprehensive Facility Compliance Evaluation (annual evaluation), where <br />a facility has been found in violation of any requirements of the General Permit, the SWPPP <br />shall be revised, and revisions implemented within 90 days of the completion of the evaluation. <br />When any part of the SWPPP is infeasible to implement by the deadlines specified in the <br />General Permit due to proposed significant structural changes, the facility operator is required <br />to submit a report to the RWQCB. The report must contain the following information: <br /> (1) Describe the portion of the SWPPP that is infeasible to implement by the deadline. <br /> (2) Provide justification for a time extension. <br /> (3) Provide a schedule for completing and implementing that portion of the SWPPP; and <br />(4) Describe the BMPs that will be implemented in the interim period to reduce or prevent <br />pollutants in storm water discharges. <br />Such reports are subject to RWQCB approval and/or modifications. <br />Upon written request by U.S. EPA or the local MS4, facilities must provide paper or electronic <br />copies of annual reports or other requested records to the State Water Resources Control Board, <br />Regional Water Quality Control Board, U.S. EPA, or local MS4 within ten (10) days from <br />receipt of the request.
