North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 3 <br />2.0 Facility Information <br />This document constitutes the Storm Water Pollution Prevention Plan (SWPPP) for the San <br />Joaquin County North County Recycling Center and Sanitary Landfill (North County <br />Landfill). This SWPPP was developed to meet the requirements given in Section X of the <br />NPDES, General Industrial Storm Water Permit issued by the State of California SWRCB <br />Water Quality Order 2014-0057-DWQ amended by Order 2015-0122-DWQ and Order 2018- <br />0028-DWQ (General Permit). <br />2.1 Facilities and Operation <br />The San Joaquin County facility operates under the Standard Industrial Classification (SIC) <br />code 4953 for “landfills, land application sites, and open dumps”. Landfills are listed under <br />Category #5 of Attachment A of the General Permit requiring permit coverage. Furthermore, <br />operators of landfills are required to comply with Part 445 of 40 CFR Chapter I, Subchapter <br />N, which specifies effluent limitation guidelines (ELGs) for specific categories of industrial <br />storm water discharges. ELGs for this facility are identified and discussed in Section 7 of this <br />document and Section 4 of the Monitoring Implementation Plan. The State Water Resources <br />Control Board (SWRCB) issued San Joaquin County the waste discharge identification <br />number (WDID No.) 5S39I005571. <br />The North County Landfill is also regulated by the Central Valley Regional Water Quality <br />Control Board (CVRWQCB) under a Waste Discharge Requirements (WDR Order No. R5- <br />2010-0016) a copy of which is included in Appendix H. The WDR contains additional storm <br />water requirements which are incorporated into this SWPPP. <br />North County Landfill is a permitted <br />Class III non-hazardous municipal solid <br />waste landfill. The site’s waste <br />management unit covers approximately <br />185 acres within the total 320-acre <br />facility. <br />The facility is located in unincorporated <br />San Joaquin County approximately 9 <br />miles east of Lodi, California. The facility <br />includes a recycling center and sanitary <br />landfill. Adjacent land use within 1,000 <br />feet of the facility consists primarily of <br />agricultural land including vineyards, <br />pastures, field crops, and fruit and nut <br />orchards. Several structures, including <br />residences, have been built on properties <br />which are within a half mile or more from <br />the landfill. <br />
