North County Recycling Center and Sanitary Landfill
Storm Water Pollution Prevention Plan

Page 3
2.0 Facility Information
This document constitutes the Storm Water Pollution Prevention Plan (SWPPP) for the San
Joaquin County North County Recycling Center and Sanitary Landfill (North County
Landfill). This SWPPP was developed to meet the requirements given in Section X of the
NPDES, General Industrial Storm Water Permit issued by the State of California SWRCB
Water Quality Order 2014-0057-DWQ amended by Order 2015-0122-DWQ and Order 2018-
0028-DWQ (General Permit).
2.1 Facilities and Operation
The San Joaquin County facility operates under the Standard Industrial Classification (SIC)
code 4953 for “landfills, land application sites, and open dumps”. Landfills are listed under
Category #5 of Attachment A of the General Permit requiring permit coverage. Furthermore,
operators of landfills are required to comply with Part 445 of 40 CFR Chapter I, Subchapter
N, which specifies effluent limitation guidelines (ELGs) for specific categories of industrial
storm water discharges. ELGs for this facility are identified and discussed in Section 7 of this
document and Section 4 of the Monitoring Implementation Plan. The State Water Resources
Control Board (SWRCB) issued San Joaquin County the waste discharge identification
number (WDID No.) 5S39I005571.
The North County Landfill is also regulated by the Central Valley Regional Water Quality
Control Board (CVRWQCB) under a Waste Discharge Requirements (WDR Order No. R5-
2010-0016) a copy of which is included in Appendix H. The WDR contains additional storm
water requirements which are incorporated into this SWPPP.
North County Landfill is a permitted
Class III non-hazardous municipal solid
waste landfill. The site’s waste
management unit covers approximately
185 acres within the total 320-acre
facility.
The facility is located in unincorporated
San Joaquin County approximately 9
miles east of Lodi, California. The facility
includes a recycling center and sanitary
landfill. Adjacent land use within 1,000
feet of the facility consists primarily of
agricultural land including vineyards,
pastures, field crops, and fruit and nut
orchards. Several structures, including
residences, have been built on properties
which are within a half mile or more from
the landfill.
