Copies of the following plans referenced in the SWPPP can be obtained at the <br />solid waste office. <br />JOINT TECHNICAL DOCUMENT (JTD): Prepared in accordance with Title 27 of the <br />California Code of Regulations. The North County Landfill is subject to stringent Federal, <br />State, and local regulations. These regulations require detailed construction and operating <br />plans, specifications, and drawings to be maintained for the facility as part of the JTD. For this <br />reason, instead of duplicating information from the JTD, it will be referenced as the primary <br />source for information on the following: <br />• The surface water drainage system <br />• The landfill gas management system <br />• The leachate collection and management system <br />• Land filling operations <br />WASTE DISCHARGE REQUIRMENTS (WDR).. <br />SPILL PREVENTION, CONTROL, AND COUNTERMEASURE PLAN: In accordance <br />with Title 40 of the Code of Federal Regulations (CFR), Part 112.7 (40 CFR 112.7) and other <br />applicable sections of 40 CFR Part 112. <br />CALIFORNIA ENVIRONMENTAL REPORTING SYSTEM (CERS) HAZARDOUS <br />MATERIALS BUSINESS PLAN & INVENTORY: For required businesses, these <br />documents list the registered chemicals and hazardous materials used at this facility; the plan <br />is prepared for and required by the California Environmental Protection Agency (CalEPA) and <br />regulatory enforcement has been delegated to the local Certified Unified Program Agencies <br />(CUPA). It also describes the locations, quantities, and any alternative names of the chemicals <br />used at this facility. This plan and copies of Safety Data Sheets (SDSs) for hazardous materials <br />are located in the North County Landfill administrative office. <br />Level 1 Exceedance Response and Action Plan Evaluation and Report for Iron: Created <br />on December 28, 2016 and uploaded onto SMARTS. <br />Level 2 Exceedance Response Action Plan for Iron: Created on December 21, 2017 and <br />uploaded onto SMARTS. <br />Level 1 Exceedance Response and Action Plan Evaluation and Report for Aluminum: <br />Created on December 22, 2017 and uploaded onto SMARTS. <br />Level 2 Exceedance Response Technical Report for Natural Background Pollutant <br />Source Demonstration for Aluminum and Iron: Created on December 11, 2018 and <br />uploaded onto SMARTS. <br />
