Encircle the stockpiled dyed wood <br />mulch with Filtrexx EnviroSoxx <br />compost socks. <br />• Sweep up wood mulch before <br />anticipated storm events and after <br />windy days. <br />• Clean up any spilled dye material on <br />the paved surfaces near the mixing <br />equipment <br />• Place plastic sheeting on the ground <br />when performing dye mixing operations <br />so that spills can be easily cleaned up. <br />• Use a street sweeper with PM10 dust <br />capture capabilities on a weekly basis <br />during the rainy season on paved <br />surfaces around the green waste area <br />and on paved roadways. <br /> <br />• When not in use, place totes and drums <br />of dyes / colorants under cover and on <br />spill containment pallets or within a <br />covered bin or building. <br />• Cover and berm stockpiled dyed wood <br />mulch and equipment coated with the dye <br />with Filtrexx EnviroSoxx. <br /> <br />6.1.3 Dust and Particulate Generating Activities <br /> Dust-generating activities at North County Landfill consist <br />of the tracking and raising of airborne dust from vehicle and <br />equipment usage and from windblown landfill sediment and <br />cover. All earthwork will be done in accordance with the <br />Valley Air District’s Regulation VIII. Visible dust emissions <br />must be maintained below 20% opacity. Control measures <br />will include the following: <br />• Limiting vehicular traffic routes to designated paved <br />roads. <br />• Wetting down necessary unloading and processing <br />activities. <br />• Wetting and/or stabilizing by other acceptable means <br />exposed soil surfaces and stockpiles. <br />• Limiting vehicle speeds to 15 mph or less. <br />• Ceasing maintenance or repair work during high wind conditions. <br />• Implementing carry out and track out control measures. <br />• Requiring a dust control plan if more than 5 acres of soil is disturbed or the relocation <br />of more than 2,500 cubic yards per day of materials on at least three days. <br />For more information, refer to the Valley Air District’s Regulation VIII website at: <br />www.valleyair.org/busind/comply/PM10/compliance_PM10.htm <br />6.1.4 Significant Spills and Leaks <br />In 2003, a spill of approximately 15-20 gallons of diesel fuel from the 6,000-gallon equipment <br />yard tank occurred due to operator error by a County vendor.
