North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 19 <br />Locations <br />Materials or Wastes <br />Produced, Stored, or <br />Used Pollution Prevention Procedures Containment <br />Equipment yard Portable sanitary facilities, <br />waste tire storage, <br />equipment storage, and <br />material storage. <br />• Waste tires are stored within a covered <br />storage trailer or bins <br />• Equipment is inspected and repaired to <br />address leaks of oil or fuel <br />• Spill kits are available <br />• Good housekeeping procedures are <br />taught <br />• Any spill escaping the immediate area, at <br />worst case, would flow to or be carried to <br />by storm water to the Interim <br />Sedimentation Basin where it would be <br />captured, removed, and/or treated. <br />Fire pump house Diesel Fuel Tank • Fuel tank is hard piped to the <br />emergency fire pump house. Re- <br />fueling of the tank is closely <br />supervised. A spill kit is available <br />during the fueling operation. <br />• Double wall storage tank <br /> <br />Landfill Solid waste, leachate, Oils, <br />greases, and fuels from <br />landfill vehicles and <br />equipment. <br />• The landfill operates under a State of <br />California permit which contains <br />pollution control measures required of <br />landfills <br />• The landfill has a daily cover <br />requirement and wind screens to <br />prevent wind-blown trash. <br />• The landfill has a leachate collection <br />system which collects and discharges <br />leachate back onto the active landfill <br />module. <br />• Spill kits are available for spills oil, fuel, <br />or other vehicular fluids. <br />• Storm water, groundwater, and leachate <br />in the landfill cells are captured and <br />applied back onto the landfill cell (except <br />for Module 1) <br />• Surface runoff flows and/or is pumped to <br />storm water retention basins <br /> <br />Recycling center building Solid waste, green waste, <br />white waste, e-waste, <br />household hazardous <br />waste, and recycled paint. <br />Oils, greases, and fuels <br />from landfill vehicles and <br />equipment. <br />• Performed within a covered building <br />• Hazardous waste, materials, white <br />waste, and e-waste streams are <br />segregated and stored in a designated <br />and secure area <br />• Spill kits are available <br />• Good housekeeping procedures are <br />taught <br />• Use a street sweeper with PM10 dust <br />capture capabilities on a weekly basis <br />during the rainy season on paved <br />surfaces around the recycling center <br />building and on paved roadways. <br />• Most spills would be contained within the <br />building and cleaned up using available <br />spill kits and resources <br />• Any spill escaping the building would flow <br />into the surrounding earthen areas and, <br />at worst case, would flow to or be carried <br />by storm water to the Interim <br />Sedimentation Basin where it would be <br />captured, removed, and/or treated. <br />Wash pad and <br />fueling area <br />Wastewater, sludge, <br />sediment, oils, grease, and <br />diesel and gasoline fuel <br />• Contained wash slab and fueling pad <br />drain to a wastewater system. <br />• The wash pad and fueling area are <br />covered with a rainproof structure <br />• Spill kits are available <br />• Good housekeeping procedures are <br />taught <br />• Most spills would be contained within the <br />wash containment slab and cleaned up <br />using available spill kits and resources <br />• Any spill escaping the wash slab would <br />flow into the surrounding earthen areas <br />and, at worst case, would flow to or be <br />carried by storm water to the Interim <br />Sedimentation Basin where it would be <br />captured, removed, and/or treated.
