North County Recycling Center and Sanitary Landfill
Storm Water Pollution Prevention Plan

Page 44
settling of solids and the evaporation / infiltration of storm water, are used. If the facility was
to reach Level 2 status, treatment control BMPs would be implemented to reduce industrial
pollution, and the permit-required design storm standards would need to be employed.
8.2.4 Other Advanced BMPs
While not treatment as defined in General Permit sections X.H.2.b.iii and X.6, check dams and
compost sediment traps have been placed in several of the drainage conveyance swales to treat
for aluminum, iron, sediment, and other pollutants. The sediment traps have been constructed
per the Filtrexx Specification 1.9 (refer to Appendix I) at locations shown on SWPPP Map 2.
8.2.5 Temporary Suspension of Industrial Activities
Although this permit allowance would most likely not apply to the North County Landfill
operation, if the San Joaquin County facility plans to temporarily suspend industrial activities
for ten or more consecutive days during a reporting year, monitoring may also be suspended if
it is infeasible to conduct while industrial activities are suspended, and the facility has been
stabilized with the proper BMPs to achieve compliance with the General Permit during the
suspension of industrial activity. The reason for suspending monitoring activities must be
explained and reported.
If the San Joaquin County facility is unexpectedly forced (due to fire, earthquake, etc.), to
suspend industrial activities for ten or more consecutive days during a reporting year, the BMPs
enacted to stabilize the facility would be dependent upon the situation.
Once all necessary BMPs have been implemented to stabilize the facility, and a notice of the
temporary suspension of activities has been submitted to the Regional Water Quality Control
Board (RWQCB), the facility would not be required to perform monthly visual observations
or perform sampling and analysis for the predetermined suspension period.
A temporary suspension must report on SMARTS the dates of when the temporary suspension
of industrial activities begins and ends no later than (7) seven calendar days prior to planned
suspension.
