North County Recycling Center and Sanitary Landfill <br />Storm Water Pollution Prevention Plan <br /> <br /> <br /> <br />Page 43 <br />8.2 Advanced BMPs <br />Advanced BMPs consist of structural devices that reduce or prevent pollutants in storm water <br />discharges. To the extent economically and technologically feasible, the San Joaquin County <br />North County Landfill employs the use of advanced BMPs. The following describes some of <br />the structural (preventative and/or treatment structures) BMPs utilized at the facility. <br />8.2.1 Exposure Minimization BMPs <br />Exposure Minimization includes overhead <br />coverage as a BMP used for the recycling center, <br />the maintenance shop, the fueling and wash pad, <br />and the used tire storage. Overhead coverage is <br />used to prevent storm water from coming in contact <br />with trash, debris, and other waste streams in the <br />recycling center. Receiving and sorting of waste <br />streams are performed within the covered structure. <br />Vehicle and equipment maintenance, fueling, and <br />washing are performed under the rain-proof canopy <br />or within the maintenance building. <br /> <br /> <br />8.2.2 Storm Water Containment and Discharge Reduction BMPs <br />All surface runoff from the industrial areas ultimately <br />flows to the Interim Sedimentation Basin (ISB). Water <br />in the ISB passes through three chambers and dissipates <br />through percolation, evaporation, and through re-use for <br />site operations (such as for dust control). The ISB <br />includes an overflow pipe that, during periods of heavy <br />precipitation, discharges via culvert to the outboard <br />eastern drainage ditch and are sampled (SW-3). <br />During the 2017- <br />2018 monitoring <br />year, the west conveyance swale was redesigned to <br />minimize discharge and allow for greater impound <br />capacity to allow for solids to settle out and to reduce <br />storm water discharges. There is also a natural retention <br />pond downstream of the west conveyance swale and <br />retention basin that receives and stores runoff. <br />Discharges from this retention pond are sampled (SW-4). <br />8.2.3 Treatment Control BMPs <br />At this point, no treatment controls, other than the Interim <br />Sedimentation Basin and the west retention ponds for the <br />Figure 16 - Maintenance building and canopy over the fueling and wash pad area <br />Figure 17 - Interim Sedimentation Basin <br />Figure 18 – West Retention Pond and driftwood at SW-4 Sample Location
