The <br />Level 1 Report for aluminum was submitted onto SMARTS. Copies of the Level 1 Reports <br />and documentation is included in Appendix J. <br />12.2.2 Level 1 Return to Baseline Status <br />A facility with parameters at Level 1 status can return to Baseline status for that Level 1 <br />parameter if: <br />• A Level 1 ERA report had been completed with all identified additional BMPs having <br />been implemented: and <br />• Sampling analytical results of the Level 1 parameters from four (4) consecutive QSEs <br />that were sampled subsequent to the Level 1 ERA report BMP implementation indicate <br />no additional NAL exceedances. <br />12.3 Level 2 Status <br />If a facility reaches Level 1 status for any parameter, the status will change to Level 2 if <br />sampling results indicate an NAL exceedance (General Permit, Table 2) for that same <br />parameter. Level 2 status will commence on July 1 following the reporting year during which <br />the NAL exceedance(s) occurred. <br />On July 1, 2017, North County Landfill entered a Level 2 ERA for iron (and a Level 1 ERA <br />for aluminum). <br />Table 12.3.A – ERA Level 2 Episodes <br />Storm Water Year <br />Parameter <br />Triggering the Level <br />1 ERA <br />Average Analytical <br />Results NAL Drainage Areas Affected <br />2016-2017 Iron 2.06 mg/l 1.0 mg/l SW-3 and SW-4 <br />During the 2016-2017 storm season, which was a much wetter year than the previous year, <br />three samples were collected from both discharge points. <br /> <br />4 Because of drought conditions, only one sample was collected during the 2015-2016 season. It was from SW-4 on 1/6/16. It had a total <br />iron concentration of 6.74 mg/l. However, samples collected during 2016-2017 at SW-3 also exceeded the iron NAL, which caused the <br />status for iron to elevate to an ERA Level 2 status. <br />5 Aluminum was not tested until the 2016-2017 storm season because it had been added as a revised SWPPP and pollutant assessment.
