North County Recycling Center and Sanitary Landfill
Storm Water Pollution Prevention Plan

Page 56
A Level 1 ERA Report must be submitted by January 1 of the year following the Level 1
status commencement.
Table 12.2.1 – ERA Level 1 Episodes
Storm Water Year
Parameter
Triggering the Level
1 ERA
Average Analytical
Results NAL Drainage Areas Affected
2015-2016 Iron 6.74 mg/l 1.0 mg/l SW-4 (and later 4, SW-3)
2016-2017 Aluminum 5 2.161 mg/l 0.75 mg/l SW-3 and SW-4

The Level 1 Report for iron was submitted onto SMARTS on December 28, 2016. The
Level 1 Report for aluminum was submitted onto SMARTS. Copies of the Level 1 Reports
and documentation is included in Appendix J.
12.2.2 Level 1 Return to Baseline Status
A facility with parameters at Level 1 status can return to Baseline status for that Level 1
parameter if:
• A Level 1 ERA report had been completed with all identified additional BMPs having
been implemented: and
• Sampling analytical results of the Level 1 parameters from four (4) consecutive QSEs
that were sampled subsequent to the Level 1 ERA report BMP implementation indicate
no additional NAL exceedances.
12.3 Level 2 Status
If a facility reaches Level 1 status for any parameter, the status will change to Level 2 if
sampling results indicate an NAL exceedance (General Permit, Table 2) for that same
parameter. Level 2 status will commence on July 1 following the reporting year during which
the NAL exceedance(s) occurred.
On July 1, 2017, North County Landfill entered a Level 2 ERA for iron (and a Level 1 ERA
for aluminum).
Table 12.3.A – ERA Level 2 Episodes
Storm Water Year
Parameter
Triggering the Level
1 ERA
Average Analytical
Results NAL Drainage Areas Affected
2016-2017 Iron 2.06 mg/l 1.0 mg/l SW-3 and SW-4
During the 2016-2017 storm season, which was a much wetter year than the previous year,
three samples were collected from both discharge points.

4 Because of drought conditions, only one sample was collected during the 2015-2016 season. It was from SW-4 on 1/6/16. It had a total
iron concentration of 6.74 mg/l. However, samples collected during 2016-2017 at SW-3 also exceeded the iron NAL, which caused the
status for iron to elevate to an ERA Level 2 status.
5 Aluminum was not tested until the 2016-2017 storm season because it had been added as a revised SWPPP and pollutant assessment.
