North County Recycling Center and Sanitary Landfill
Storm Water Pollution Prevention Plan

Page 57
Table 12.3.B – Selected 2016/2017 Sampling Results

In evaluating the NAL exceedance for iron and aluminum, some interesting correlations with
the analytical data were noted:
1. The season high concentrations of both iron and aluminum occurred during the first
sampled storm event. For the samples collected at SW-4, the metal concentrations
declined with each successive sampling event. This was not the case for the samples
collected at SW-3. It should be noted that the samples were collected within a
relatively short period of time, approximately 4 weeks.
2. There was no apparent correlation between Total Suspended Solids (TSS) and the
metals. For both sample points, the high TSS concentration did not correlate with
the high iron or aluminum concentration.
3. The TSS concentrations were relatively low (well below the NAL) and do not
indicate a problem with erosion or sedimentation.
4. The two drainage areas have very distinct industrial activities, yet iron and aluminum
concentrations were very similar for both sample points and have a direct and precise
correlation. For example, SW-3 receives runoff from the recycling center, the vehicle
and equipment maintenance center, the green waste area, the bin storage area, and
high traffic areas of the landfill, which comprise most of the suspected iron
contributing activities. It is also downwind of most landfill activities. However, it
had iron and aluminum concentrations very comparable to the samples collected at
SW-4 which receives flow only from the capped Landfill Modules M1, M3, and M4
and a less-used paved access road. The date of the high iron concentration sample
was the same as the date of the high aluminum concentration for both sample
locations (1/10/17). The low aluminum and iron concentrations occurred on the same
day for SW-3 (1/20/17) and on the same day for SW-4 (2/7/17).
5. Dissolved iron concentrations tested at SW-3 and SW-4, as required by the facility’s
Waste Discharge Requirements, essentially did not vary and no direct correlation was
noted with the total iron concentration variations.
Annual NAL Evaluation Worksheet
San Joaquin County North County Landfill
Units Annual NAL Instantaneous
NAL
ELG Monthly
Average ELG Max Daily 1/10/2017 1/20/2017 2/7/2017 N/A 1/10/2017 1/20/2017 2/7/2017 N/A Average
Annual NAL
Exceeded?
(Yes/No)
Monthly
Average ELG
Exceeded?
Max Daily ELG
Exceeded?
mg/L 100 400 27 88 12.4 7.52 20 15.7 16.2 10.6 13.737 No No No
mg/L 1 2.49 1.42 1.98 3.39 2.06 1.02 2.060 Yes
mg/L 3.34 3.34 0.134 0.135 0.13 0.401 0.426 0.304 0.255 No No
mg/L 0.75 2.63 1.31 1.79 4.12 2.41 0.706 2.161 Yes
Suspended Solids (TSS), Total
Iron, Total
Iron, Dissolved
Parameter
SW-3 SW-4
Aluminum, Total
