SL0607766006
On 17 March 2023, Central Valley Regional Water Quality Control Board (Central Valley
Water Board) staff (Staff) completed the 30-day public comment period for the subject
site (Site). Comments were received from one homeowner in the vicinity of the Site. The
homeowner's comments were addressed in a Staff letter dated 7 April 2023. A copy of
the letter has been transmitted to Chevron Environmental Management Company
(Chevron). No other comments were received.
Chevron may proceed with abandoning all Site wells and soil vapor probes. Well and
soil vapor probe destruction activities should be conducted in accordance with the
standards in Water Wells and Monitoring Wells in the California Well Standards Bulletin
74-90 (June 1991) and Bulletin 74-81 (December 1981), adopted by the Department of
Water Resources, and County or local permits and requirements.
A No Further Action/case closure letter will be considered following proper destruction
of the wells and soil vapor probes, submittal of a well abandonment report, and
submittal of an updated soil and groundwater management plan (SGMP). The updated
SGMP needs to describe Chevron's role and responsibility throughout the process of
stockpiling, profiling and disposing of petroleum hydrocarbon impacted soil and/or
groundwater, including contact information for property owners and developers.
The well abandonment report should include tabulated grout volumes emplaced in each
well. Well Completion Forms should be filed with the California Department of Water
Resources by the well abandonment contractor. Following a report that the tasks have
been completed, including an updated SGMP, Staff will conduct a Site inspection, and if
no problems are discovered and all documents have been uploaded to GeoTracker, a
case closure letter will be considered.
By 15 September 2023, please submit a well destruction report and an updated SGMP.
MARK BRADFORD, CHAIR I PATRICK PULUPA, EsQ., EXECUTIVE OFFICER
1685 E Street, Fresno,CA 93706 1 www.waterboard3.ca.gov/centralvalley
