FINDINGS FOR ADMINISTRATIVE USE PERMIT <br /> PA-2500375 <br /> MORADA SELF STORAGE LLC/KEN LITTLETON <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the project proposes an Administrative Use Permit to <br /> allow live entertainment at an existing Eating and Drinking Establishment, permit more than <br /> one food truck, and recognize a 340-square-foot as-built patio cover. The existing bar use <br /> has historically operated at the project site and is a conditionally permitted use on parcels <br /> with the C-G (General Commercial) zoning. The project does not alter the existing <br /> commercial use of the property but establishes operational standards for entertainment <br /> activities and associated improvements.Therefore,the proposed use is consistent with the <br /> goals, policies, standards, and maps of the General Plan. There are no applicable Master <br /> Plans, Specific Plans, or Special Purpose Plans affecting the project site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities, sanitation, drainage, and other <br /> necessary facilities currently exist on the project site and are sufficient to serve the existing <br /> bar and the proposed Administrative Use Permit. The project site is served by public water <br /> service, while sanitary sewer and storm drainage services are provided through existing <br /> private on-site systems.The project does not include expansion of the existing building and <br /> recognizes an existing as-built patio cover associated with the outdoor seating area. The <br /> site is adequately served by existing roadway improvements, utilities, and public services, <br /> and the project is not expected to create service demands beyond those typical of an <br /> existing commercial establishment. Therefore, adequate utilities, roadway improvements, <br /> sanitation,water supply, drainage, and other necessary facilities have been provided. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the existing commercial parcel is of adequate size and <br /> configuration to accommodate the existing Eating and Drinking Establishment, outdoor <br /> seating area, food truck operations, live entertainment activities, and the existing 340- <br /> square-foot patio cover. The project does not expand the existing commercial building or <br /> increase the overall development footprint beyond recognition of the existing patio cover. <br /> Although the site provides fewer paved parking spaces than otherwise required by the <br /> Development Title, a Zoning Administrator's Determination approving a parking <br /> modification was granted based on the availability of overflow parking on-site. Existing <br /> access,circulation,and site improvements are adequate to accommodate the proposed use. <br /> Therefore,the site is physically suitable for the type and intensity of development proposed. <br /> 4. The location, size, design, and operating characteristics of the proposed use will be compatible with <br /> and will not adversely affect the livability or appropriate development of abutting properties and the <br /> surrounding neighborhood. <br /> • This finding can be made because the project proposes live entertainment, food truck <br /> operations,and recognition of an existing patio cover at an established commercial bar that <br /> has historically operated at the site. The property is located adjacent to Highway 99, a <br /> religious assembly, and shares a parcel with personal storage facility, with the nearest <br /> residence located approximately 500 feet east from the outdoor entertainment area.Existing <br /> PA-2500375— Findings 1 <br />
