$ANsJOAQUIN Environmental Health Department <br /> COUNTY <br /> Hazardous Materials Business Plan Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAIA LTL - SCA 14520 S HWY 99, STOCKTON I August 08, 2025 <br /> 13 CA Health and Safety Code 25505(a)(4) 1020001 - Established and electronically submitted adequate training program <br /> OBSERVATION: A training program was lacking or insufficient. The training program submitted to CERS and the <br /> onboarding training materials provided during the inspection do not cover the content of the facility's emergency <br /> response/contingency plan. <br /> REGULATION GUIDANCE: Training programs for all employees and annual training, including refresher courses, shall <br /> include familiarity with the facility's Emergency response plans and procedures in the event of a release or threatened <br /> release of a hazardous material. Training shall cover, but not limited to, all of the following: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program <br /> agency. <br /> (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration the position of each employee. <br /> CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California <br /> Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and <br /> submit to the EHD for approval. <br /> This is a (Class 2)Violation. <br /> 14 CA Health and Safety Code 25505(a)(4) 1020002 - Provided initial and annual training and maintained training records <br /> for a minimum of three years <br /> OBSERVATION: The facility could not provide any initial or annual training records during the inspection. <br /> REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive <br /> initial and annual refresher training. All employees shall be trained in safety procedures in the event of a release or <br /> threatened release of a hazardous material, including, but not limited to, familiarity with the following plans and <br /> procedures: <br /> (A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified program <br /> agency. <br /> (B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment. <br /> (C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> This training shall be documented electronically or by hard copy and shall be made available for a minimum of three <br /> years. <br /> CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br /> training records to the EHD. <br /> This is a (Class 2)Violation. <br /> EHD-CUPA Inspection Report IS02 Page 4 of 5 FA0010475 PRO520372 4534668 8/13/2025 <br /> 1868 E.
