Phase II Sampling and Analysis Plan SOP-2—Drilling and Sampling <br /> Port of Stockton-Rail and Bridge,Stockton,CA FN <br /> 6.4 Structural Elements Sampling (Lead-Based Paint and <br /> Asbestos-Containing Materials) <br /> 6.4.1 Field Sampling <br /> HDR will seek authorization to perform field sampling to screen structural elements for hazardous <br /> materials. Prior to sampling, HDR will conduct limited pre-field site surveillance activities and prepare <br /> for site sampling. Pre-field activities will include: <br /> • Mapping the sampling location or structure, <br /> • Reviewing satellite imagery of the sampling location or structure to determine access and <br /> encroachment needs, <br /> • Assessing structure construction <br /> • Verifying required sampling methods <br /> • Identifying any potential hazards. <br /> HDR will use this information to update its site-specific HASP and Sampling and Analysis Plan <br /> (SAP)for the Project. HDR will then secure rights-of-entry and confirm if permits are needed to <br /> conduct destructive sampling of bridge structure for asbestos-containing materials (ACM) and lead- <br /> based paint (LBP). HDR will revise its SAP to meet the needs and scope of the survey, focusing on <br /> the types of equipment, safety, limitations identified in permits, and methods needed to perform <br /> destructive sampling of suspected ACM and surfaces suspected of having LBP. <br /> HDR will conduct a field reconnaissance to visually assess the existing conditions in the vicinity of <br /> the Project site with respect to the potential for hazardous materials or hazardous materials impacts <br /> to the proposed Project. Because the existing structure will undergo demolition and replacement and <br /> has the potential to contain LBP and/or ACM, HDR will collect and analyze samples of suspected <br /> ACM and/or LBP from the existing structure. HDR will document the sample locations with <br /> photographs and sketches. Samples will be submitted to an accredited laboratory to be analyzed by <br /> polarized light microscopy and paint chip analysis. HDR will conduct the survey under the direction <br /> of a Certified Asbestos & LBP Consultant. <br /> 6.4.2 Structural Elements Assessment Report <br /> HDR will prepare a Structural Elements (Asbestos and Lead)Assessment Report (SEAR) and <br /> incorporate materials sampling and analytical tests elements of the bridge. The Asbestos and Lead <br /> Survey Report will be prepared in compliance with the federal National Emission Standards for <br /> Hazardous Air Pollutants (NESHAP) and El Dorado County Air Quality Management District <br /> (EDCAQMD) regulations for asbestos and in compliance with the U.S. Environmental Protection <br /> Agency (EPA) and Caltrans regulations for lead hazards. <br /> The SEAR will include: <br /> • The results of limited hazardous materials assessment based on a literature review and <br /> visual site reconnaissance <br /> • The analytical test results of suspected ACM and/or LBP from the existing structure. <br /> 2-11 <br />
