Sampling and Analysis Plan ��� <br /> Port of Stockton—Rail and Bridge,Stockton,CA <br /> 1 Introduction <br /> HDR, Inc. (HDR) has prepared this Phase II Environmental Site Assessment (ESA) Sampling and <br /> Analysis Plan (SAP) for the Port of Stockton — Rail and Bridge project (Project) located in the City of <br /> Stockton, California. HDR conducted a Phase I ESA in 2023 (HDR, 2023) along approximately 3.5 <br /> miles of rail (referred to as the "Site" herein) as shown on Figure 1.0. Recognized environmental <br /> conditions (RECs), historical recognized environmental conditions (HRECs), and controlled <br /> recognized environmental conditions (CRECs) were identified at 31 locations along the Site or <br /> adjoining properties, as potentially containing subsurface hazardous substances or petroleum <br /> products which may impact the Site. The Site locations where RECs, HRECs, or CRECs were <br /> identified, have been selected for investigation to confirm the presence or absence of contaminants in <br /> the subsurface which may require management during Project construction. <br /> This SAP describes soil sampling, groundwater sampling, lead-based paint (LBP) and asbestos- <br /> containing materials (ACM) sampling from a bridge structure, management of investigative derived <br /> waste (IDW), data analysis, worker safety, and report preparation. <br /> 1 .1 Site Description <br /> The Project consists of railroad lines (Double Track Alignment) affiliated within the Port of Stockton <br /> located on the Moss Tract (eastern portion of the Project) and Rough and Ready Island (western <br /> portion of the Project), Stockton, California. The boundary of the Project consists of the railroad lines <br /> located on these two areas as shown on Figure 1. <br /> The Project is divided into four (4) reference areas (Figure 2.0-2.4). <br /> Reference Area 1 — This area is south of the Deep Water Ship Channel, west-northwest of San <br /> Joaquin River, and south of Rough and Ready Island. It includes the McCloy Class yard to the west <br /> and Stations 0 to 15 to the east. <br /> Reference Area 2 — This area is south of the Deep Water Ship Channel, east of San Joaquin River, <br /> and north of Moss Tract. It includes Stations 15 to 40. <br /> Reference Area 3 — This area in south of the Deep Water Ship Channel, east of San Joaquin River, <br /> and northeast of Moss Tract. It includes Stations 45 to 75. <br /> Reference Area 4— This area in south of the Deep Water Ship Channel, east of San Joaquin River, <br /> and east of Moss Tract. It includes Stations 85 to 130. <br /> 1 .2 Sampling and Analysis Objective <br /> The objective of the Phase II ESA is to identify the presence of contaminants in the subsurface and <br /> on a truss bridge that could affect construction worker safety, soil reuse or disposal, and bridge <br /> demolition and disposal (Figure 1.0). The Project construction will generate soil from excavations <br /> within the Site. The depth of soil excavation varies depending on the construction activity to be <br /> performed at a particular segment of the Site. Although groundwater is not expected to be generated <br /> as part of the construction activities, groundwater samples will be collected at the location of the new <br /> bridge as ground water may be generated during construction of the foundations.
