01 Sampling and Analysis Plan <br /> Port of Stockton—Rail and Bridge,Stockton,CA <br /> spans the San Joaquin River and is scheduled for replacement; therefore, structural elements of the <br /> bridge will be collected and analyzed for LBP and ACM. <br /> The Phase II ESA will be performed in general accordance with American Society for Testing Materials <br /> (ASTM) International E 1903-19 Standard Practice for Environmental Site Assessments: Phase 11 <br /> Environmental Site Assessment Process. In addition to the SAP, a site-specific Health and Safety Plan <br /> (HASP)will be prepared for the proposed field work activities. <br /> 2 Sampling Rationale <br /> The Site locations chosen for sampling of soil, groundwater, LBP, or ACM, were based on a review of <br /> information including. <br /> • The Phase I ESA (HDR, 2023)to verify whether the Site or adjacent properties were identified <br /> as RECs, HRECs, or CRECs. <br /> • If RECs, HRECs, or CRECs were identified in soil or groundwater that will be disturbed during <br /> Project construction. <br /> • If documented soil or groundwater contamination is present, specific requirements for <br /> construction worker health and safety, waste characterization, and disposal/discharge per <br /> regulatory standards. <br /> • The bridge structure may have a potential to contain ACM and LBP, based on construction <br /> information and age. <br /> • If current and/or historical railroad use may have contaminated the Site with petroleum <br /> hydrocarbons or metals, soil samples will be analyzed for these constituents of concern (COC). <br /> A soil and groundwater sampling location summary are provided in Table 1.1. <br /> 2.1 Health and Safety <br /> A site-specific Health and Safety Plan (HASP) has been prepared to establish overall site operating <br /> procedures, safety guidelines and contingency plans for all proposed work to be performed on the <br /> Site. A copy of the HASP is included in Appendix A of this Work Plan. The HASP will be revised if <br /> Site conditions change during planning or field work. The HASP will apply to all personnel who are <br /> involved with site assessment activities at the Site. All work will be conducted in compliance with <br /> applicable Occupational Safety and Health Administration (OSHA) regulations, including 29 Code of <br /> Federal Regulations (CFR) 1910 (General Industry Standards), and 29 CFR 1926 (Construction <br /> Industry Standards). <br /> All personnel who will be directly involved in the sampling activities will have received the <br /> appropriate hazardous waste site worker and e-RAILSAFE training. In addition, all personnel will be <br /> trained in OSHA Hazwoper health and safety procedures, as well as quality assurance (QA) and <br /> quality control (QC) procedures. <br /> The railroad track area is active; therefore, track protection is required. <br /> September 8,2023 1 2 <br />
