Sampling and Analysis Plan ��� <br /> Port of Stockton—Rail and Bridge,Stockton,CA <br /> 3.2.4 Boring Decommission and Survey <br /> Following groundwater sample collection, the temporary well screen and casing will be removed. All <br /> borings will be sealed to near ground surface with neat cement grout, in accordance with SJCEHD <br /> permit. The top six inches of the boring will be restored to match surface conditions. <br /> The boring geospatial location coordinates will be recorded with a hand-held global positioning system <br /> (GPS) receiver capable of sub-meter accuracy. These will also be provided by the subconsultant <br /> performing subsurface utility location (Subtronic Corporation). <br /> 3.2.5 Equipment Decontamination <br /> The purpose of decontamination and cleaning procedures during drilling and sampling is to prevent <br /> foreign contamination of the samples and cross-contamination between sampling sites. Before use, <br /> drilling and sampling equipment will be decontaminated by steam cleaning or pressure washing, or <br /> alternatively by washing with a non-phosphate detergent such as Liquinox or equivalent. A potable <br /> water rinse will follow the detergent washing. Specific decontamination procedures are described in <br /> SOP-5 (Appendix C). <br /> 3.2.6 Management of Investigation Derived Waste <br /> IDW consisting of soil cuttings from the borings will be collected and analyzed prior to disposal. Soil <br /> cuttings from the borings will be collected in United Nations approved 55-gallon drums, labeled as <br /> nonhazardous with contents and accumulation date clearly labeled and left on site until picked up and <br /> disposed of by a waste management subcontractor. <br /> Soil boring sample analytical results will be used to profile waste for disposal. If additional analysis is <br /> necessary, samples will be collected from the IDW and submitted to a California certified laboratory <br /> for analysis in accordance with disposal facility requirements. Upon completion of waste <br /> characterization, InStrat, Inc. will transport the drummed waste to the appropriate disposal facility. <br /> 3.2.7 Pollution Prevention <br /> Erosion and sediment controls are not planned for sampling activities. Soil will be contained at each <br /> boring location and cuttings will be drummed. If needed, best management practices (BMPs) will be <br /> used to contain sediments from moving into drainage areas. Most boring locations are situated on flat <br /> surfaces along the railroad tracks and should not induce erosion. No stormwater drains, surface water <br /> bodies, or surface water drainages are present in the immediate vicinity of the boring locations. <br /> 3.3 Quality Control <br /> 3.3.1 Sample Identification <br /> Samples will be collected from two locations within the Site: the McCloy Class Yard and the Double <br /> Track Alignment. Sample identification differs between these two locations, as the Double Track <br /> Alignment currently has unique alignment stationing, and the McCloy Class Yard does not. <br /> Soil and groundwater samples will be identified by a unique alphanumeric code (sample ID)which will <br /> be written on the sample label and recorded on the chain of custody form in accordance with SOP-3 <br /> (Appendix C). The sample ID for samples collected along the Double Track Alignment will include the <br /> nearest station number (1, 2, 3, etc.), followed by the medium sampled ("SO" for soil and "GW" for <br /> groundwater), followed by the depth interval sampled in ft bgs. <br /> September 8,2023 1 5 <br />
