Port of Stockton Phase II ESA
Health and Safety Plan
• When two or more workers are required to handle the same object, workers shall
coordinate the effort so that the load is lifted uniformly and that the weight is equally
divided between the individuals carrying the load. When carrying the object, each
worker, if possible, shall face the direction in which the object is being carried.
• When placing an object down, the stance and position are identical to that for lifting.
The legs are bent at the knees and the object lowered.
7.0 Slip/Trip/Falls
Working around the drill rig and open shallow trenches will pose slip, trip, and fall hazards. Steep
cuts in the ground and uneven terrain surround the impoundments. Fall protection is required at
working heights above 4 feet. Slips, trips, and falls occur for a wide variety of reasons, but all injuries
can be prevented by the following prudent practices:
• Spot-check the work area to identify hazards, including unstable slope and ice.
• Establish and utilize a pathway, which is most free of slip and trip hazards.
• Beware of trip hazards such as uneven surfaces or terrain.
• Carry only loads that you can see over and around.
• When applicable, utilize handrails on stairs or bridges around impoundments.
• Communicate hazards to on-site personnel.
• Report and/or remove hazards.
8.0 Utilities
Significant risk exists due to the vicinity of existing buried and above-ground utilities in the areas
where drilling operations are required. The HDR Site Supervisor will coordinate with One-Call
services and with a private utility locating subcontractor to identify and mark locations of buried
utilities at each of the planned drilling locations. The HDR Site Supervisor will communicate with the
drilling subcontractor and field staff prior to drilling operations to ensure personnel are aware of
potential subsurface hazards.
The HDR Site Supervisor shall review the drilling operation location and its vicinity to buried utilities
and overhead transmission lines as part of the daily safety brief. No drilling equipment shall extend
to within 20 feet of an overhead power line.
9.0 Railroad Safety & Security
Railroad safety will be required during ACM and LBP sampling of the bridge truss. The HDR
Site Supervisor will communicate with on-site contact and Project Manager prior to sampling of
the bridge structures to ensure safety of all field staff.
81
