Port of Stockton Phase II ESA
Health and Safety Plan
11 .0Site Control
The Phase II ESA Site is divided into two portions: the Site on Rough and Ready Island and the Site
on the Moss Tract. The full Site, comprising 3.5 miles of rail, is shown on Figure 1.0 of the Sampling
and Analysis Plan. Right of Entry agreements have been obtained from the property owners of the
investigation Site. Site access shall be coordinated by the Task Manager and/or the Site Supervisor.
At least three days prior to field operations, all Site Supervisors are required to complete a Field Trip
Safety Checklist (Attachment A) and submit it to the PM. Upon mobilization to the site, the HDR
Site Supervisor will establish and monitor the work area and a sufficient buffer zone. HDR field
personnel will monitor the work zone during field activities to ensure unauthorized personnel do not
enter the Site.
11 .1 Site Access
Site workers will be able to enter and leave the Site when needed. Prior to entering, site workers
must have met the required training and medical surveillance requirements. The Site Supervisor
must review the employee's qualifications prior to the worker gaining access to the Site.
11 .2 Communications
Cell phones will be used for on-site and off-site communications for site personnel to monitor
activities.
12.0 Emergency Response and Contingency
Procedures
First Aid Response Procedure: Summon the HDR Site Supervisor in person or via cell phone.
The Site Supervisor will then assess the situation, after first taking necessary precautions for
personnel safety. A vehicle will be available at all times in the event that immediate transportation to
a hospital or emergency care center is necessary for injured person(s).
During the emergency, HDR personnel will take reasonable measures to ensure that no further
injury occurs, including stopping all operations and isolating the area where hazard exists. In
addition, injured persons will be treated at the place they suffered the injury whenever possible.
Where it becomes necessary to move a victim, care must be taken not to cause further harm.
Victims will be instructed to remain calm until more advanced treatment arrives at their location.
While awaiting advanced medical treatment the worker will be monitored and treated for shock
symptoms. A first-aid kit located in a vehicle will be available during all field operations at all times to
treat minor cuts, scrapes, and other minor injuries.
The Site Supervisor will and initiate the emergency response procedures outlined below:
• Contact EMS by calling 911 if the injury is life-threatening;
• If your injury is not life threatening please call our occupational physician at the number
below before you are seen by a physician. This number is in service 24/7. A qualified HDR
first-aid provider can also support minor injuries on-site after contacting WorkCare at the#
below:
10
