Port of Stockton Phase II ESA ��� <br /> Health and Safety Plan <br /> 11 .0Site Control <br /> The Phase II ESA Site is divided into two portions: the Site on Rough and Ready Island and the Site <br /> on the Moss Tract. The full Site, comprising 3.5 miles of rail, is shown on Figure 1.0 of the Sampling <br /> and Analysis Plan. Right of Entry agreements have been obtained from the property owners of the <br /> investigation Site. Site access shall be coordinated by the Task Manager and/or the Site Supervisor. <br /> At least three days prior to field operations, all Site Supervisors are required to complete a Field Trip <br /> Safety Checklist (Attachment A) and submit it to the PM. Upon mobilization to the site, the HDR <br /> Site Supervisor will establish and monitor the work area and a sufficient buffer zone. HDR field <br /> personnel will monitor the work zone during field activities to ensure unauthorized personnel do not <br /> enter the Site. <br /> 11 .1 Site Access <br /> Site workers will be able to enter and leave the Site when needed. Prior to entering, site workers <br /> must have met the required training and medical surveillance requirements. The Site Supervisor <br /> must review the employee's qualifications prior to the worker gaining access to the Site. <br /> 11 .2 Communications <br /> Cell phones will be used for on-site and off-site communications for site personnel to monitor <br /> activities. <br /> 12.0 Emergency Response and Contingency <br /> Procedures <br /> First Aid Response Procedure: Summon the HDR Site Supervisor in person or via cell phone. <br /> The Site Supervisor will then assess the situation, after first taking necessary precautions for <br /> personnel safety. A vehicle will be available at all times in the event that immediate transportation to <br /> a hospital or emergency care center is necessary for injured person(s). <br /> During the emergency, HDR personnel will take reasonable measures to ensure that no further <br /> injury occurs, including stopping all operations and isolating the area where hazard exists. In <br /> addition, injured persons will be treated at the place they suffered the injury whenever possible. <br /> Where it becomes necessary to move a victim, care must be taken not to cause further harm. <br /> Victims will be instructed to remain calm until more advanced treatment arrives at their location. <br /> While awaiting advanced medical treatment the worker will be monitored and treated for shock <br /> symptoms. A first-aid kit located in a vehicle will be available during all field operations at all times to <br /> treat minor cuts, scrapes, and other minor injuries. <br /> The Site Supervisor will and initiate the emergency response procedures outlined below: <br /> • Contact EMS by calling 911 if the injury is life-threatening; <br /> • If your injury is not life threatening please call our occupational physician at the number <br /> below before you are seen by a physician.
