F�` Appendix 8—Subject Properties and Adjacent Sites Summaries <br /> J Port of Stockton, Stockton, CA <br /> Appendix B — Project Site and Significant Adjacent Sites <br /> Summaries <br /> HDR performed a Phase I Environmental Site Assessment (ESA) in conformance with the <br /> scope and limitations of ASTM Practice E 1527-21 of the Project Site (Site). This assessment <br /> has identified the following findings and recognized environmental conditions (RECs), controlled <br /> recognized environmental conditions (CRECs), and historical recognized environmental <br /> conditions (HRECs) in connection with the Site. These findings are documented by Assessor's <br /> Parcel Number (APN). <br /> Project Site <br /> Rough and Ready Island -APN: 16203007 <br /> Since 1957, the Site within APN 16203007 has been a railroad right of way. The potential for <br /> railroad-associated impacts from herbicides, metals, constituents of oil or fuel, and wood <br /> preservatives such as creosote represents a REC for the Site. <br /> Moss Tract— Multiple APNs <br /> Since 1957, the Site on the Moss Tract has been a railroad right of way. The potential for <br /> railroad-associated impacts from herbicides, metals, constituents of oil or fuel, and wood <br /> preservatives such as creosote represents a REC for the Site. <br /> UNION PACIFIC DIESEL SPILL <br /> One reported release of diesel fuel occurred on the Site within the Moss Tract, APN 14202004. <br /> In July 2020, approximately 150-gallons of red-dye diesel fuel was released onto the ground. <br /> The affected area (45 ft x 18 ft, 3 ft bgs) was excavated, and six soil samples were collected for <br /> analysis. Total petroleum hydrocarbon (TPH)-diesel and TPH-motor oil concentrations in these <br /> soils did not exceed their respective environmental screening levels (ESLs). On August 3rd, <br /> 2021, a No Further Action letter was issued by the Regional Water Quality Control Board <br /> (RWQCB). Due to the known contamination, remediation, and subsequent closure letter, the <br /> release of diesel fuel represents an HREC for the Site. <br /> Significant Adjacent Sites <br /> Rough and Ready Island -APN: 16203007 <br /> 128 ROUGH AND READY ISLAND, NCS BUILDING#128 <br /> The potential contaminant of concern at NCS Building #128 is diesel, with affected media under <br /> investigation.
