The following is an itemized list of CP22 - HW SQG violations that have not been addressed for Sprint Stockton Switch as of March 03, 2026. Open violations from October 29, 2024 inspection Violation#10-3010014-Owner/Operator retained copy of manifest or bill of lading for spent lead acid batteries for 3 years. OBSERVATION: Disposal records for the recycling of lead acid batteries from 10/29/2021-10/29/2024 were not observed on site. REGULATION GUIDANCE: Title 22 California Code of Regulations(CCR)66266.81 Requirements Title 13 CCR 1161 Shipping Papers Title 49 Code of Federal Regulations(CFR)Part 172, Subpart C and 49 CFR 177.817 CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to the San Joaquin County Environmental Health Department within 30 days. ❑ This violation was corrected ❑This violation will be corrected by(date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation#11 -3030005-Determined if waste generated is hazardous waste. OBSERVATIONS:An active leak was observed coming from the water treatment system piping on the east side of the upper floor. Biocides are added to the system. New wet stains and dry stains from historical accumulation of leakage were observed on the floor throughout the room and around a floor drain.The concentration of biocide at this point in the system could not be determined. It also could not be determined where the floor drain leads. REGULATION GUIDANCE:Any person who generates a waste shall determine if waste is hazardous as specified in Title 22 California Code of Regulations(CCR).There are wastes listed as hazardous wastes.There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, reactive or ignitable. Title 22 CCR section 66261.2—Definition of Waste Title 22 CCR section 66261.3—Definition of Hazardous Waste.A business operator shall keep records of any hazardous waste determinations made in accordance with Title 22 California Code of Regulations(CCR)section 66262.11 for at least 3 years from the date the waste was last sent to an on- or off-site treatment, storage, or disposal facility. The records may include Safety Data Sheets(SIDS),waste test results or other hazardous waste determination documentation. CORRECTIVE ACTION: Immediately stop the leak, make hazardous waste determination and manage according to Title 22 CCR. Use Safety Data Sheets (SIDS),waste sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including sections 66261.20-24. Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your hazardous waste generator status. Page 2 of 3
