If the property owners or potential buyers are planning any Post Closure Land Uses <br /> (PCLUs) for the site, see title 27 California Code of Regulations Section 21190 for PCLU <br /> requirements including the PCLU Plan. The Plan shall be submitted to the Local Enforcement <br /> Agency (San Joaquin County Environmental Health Department), the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB), local air district and local land use agency for <br /> review and approval prior to commencing any construction or pre-construction activities. <br /> 2. An owner or operator of a disposal site who plans to sell, transfer or convey the ownership <br /> or operation of the disposal site to a new owner or operator shall notify the Local Enforcement <br /> Agency (San Joaquin County Environmental Health Department) and CalRecycle 45 days <br /> prior to the anticipated transfer of title. This notification shall include the name(s), address(es) <br /> and phone number(s) of the new owner or operator.
