. jll <br /> I. <br /> i <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> TECHNICAL REPORTING ORDER R5-2017-0839 <br /> FOR <br /> SAN JOAQUIN COGEN, LLC, ETAL 4 <br /> HEOROT POWER HOLDINGS I <br /> 17200 MURPHY PARKWAY, LATHROP <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to the San Joaquin Cogen, LLC, ETAL, a wholly owned subsidiary of <br /> Heorot Power Holdings (Discharger) pursuant to California Water Code (CWC) section <br /> 13267, which authorizes the Executive Officer of the California Regional Water Quality <br /> Control Board, Central Valley Region (Central Valley Water Board or Board) to issue Orders <br /> requiring the submittal of technical reports. <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> 1. San Joaquin Cogen LLC owned and operated the former San Joaquin Cogen plant <br /> located at 17200 Murphy Parkway, APN 198-120-05, in Lathrop (Site). In July 2017 the <br /> gas-fired electric facility was demolished and the property became available for sale. <br /> 2. The Site was historically part of the neighboring property owned by Libby-Owens <br /> Ford/Pilkington North America (LOF/PNA) that contains multiple unpermitted solid <br /> waste disposal landfill areas, two landfill cells were discovered in 2015 that extend <br /> beyond the LOF/PNA 500 E. Louise Ave property line directly into the Site property. <br /> Aerial photographs indicate disturbed area where the landfill extends onto Site property <br /> and Regional Water Board staff observed and documented significant surface glass <br /> debris on Site property as well as the open landfill on the LOF/PNA property extending <br /> directly into Site property, as shown in the attached Photo Log. <br /> 3. Investigations for the landfill cells extending beyond the LOF/PNA 500 E. Louise Ave <br /> property line onto Site property are on-going, elevated levels of the polychlorinated <br /> biphenyl constituent Arochlor 1254 and 1260 as well as dioxin/furans were found in the <br /> landfilled waste stream on LOF/PNA property. This pollution has the potential to impair <br /> the beneficial use of groundwater resources at the Site. <br /> 4. Central Valley Water Board staff have concluded that additional investigation, <br /> delineation, and characterization is needed to define the extent of landfill waste present <br /> at the Site and potential soil and/or groundwater impacts beneath the unpermitted <br /> landfill waste. <br />
