Initial Site Investigation Work Plan - Final <br /> Former SAN JOAQUIN COGENERATION <br /> 17200 Murphy Parkway, Lathrop, San Joaquin County, California <br /> (APN 198-120-05) <br /> 1.0. INTRODUCTION <br /> At the request of Heorot Power Holdings LLC ("HPH"), Advanced GeoEnvironmental, Inc. <br /> (AGE) has prepared this Initial Site Investigation Work Plan - Final (Work Plan) for the <br /> property located at 17200 Murphy Parkway, Lathrop, California (site). A location map of <br /> the site is presented in Figure 1. A site plan depicting site features, the former waste cells <br /> east of the site, and proposed soil boring and monitoring well locations are presented in <br /> Figure 2. An investigation map of 17100 Murphy Parkway is provided for reference in <br /> Appendix A. <br /> This Work Plan was prepared as directed by Central Valley Regional Water Quality Board <br /> (CVRWQCB) Order to Submit Technical Reports letter dated 07 November 2017 and <br /> Initial Site Investigation Work Plan Conditional Approval letter dated 01 August 2018 <br /> (Appendix B). The CVRWQCB is requiring an evaluation and identification of areas on <br /> the site that are comprised of unpermitted landfill waste which may have resulted in <br /> discharge of pollution to the surface or subsurface. <br /> 2.0. BACKGROUND <br /> Pilkington North America (PNA) operated a plant at 17100 Murphy Parkway, which is <br /> situated immediately east of the site. The former PNA facility contained unpermitted <br /> landfill cells that resulted in discharge of wastes, including dioxin/furan compounds, <br /> polychlorinated biphenyls (PCBs)and petroleum hydrocarbons to soil. Two primary waste <br /> cells, reported as the North Waste Cell and South Waste Cell were assessed and <br /> remediated (Figure 2). <br /> The waste cells were remediated to the eastern property line of the site. However, the <br /> waste extends on to the site and is readily observable. The lateral extent of the waste <br /> cells on the site is unknown. <br /> 3.0. SCOPE OF WORK AND PROCEDURES <br /> For this investigation, the proposed scope is as follows: <br /> • Permitting and pre-field work activities. <br /> • Geophysical survey of the site. <br />
