2.2.1 SIB 1383 Classification
The two primary waste streams received and processed by the LTS are organics and MSW.
Organics are source separated and processed in dedicated organics areas as shown on Figure
2. MSW is tipped into the central pit and loaded into transfers for transport and disposal at a
landfill. For SB1383 compliance, both waste streams will be measured each quarter as follows:
• Samples are taken from a "typical" or representative pile of material
• Samples are taken each day for ten consecutive days
• Minimum Sample size 200 pounds
• Samples taken with backhoe, loader or skid steer placed in pre-weighed bin
• Samples are dumped, spread and sorted on a clean surface
• Inorganics are separated from organics and weighed
• Organics are separated from MSW and weighed.
• All data is recorded, ratios calculated and reported to EHD
• Records are kept and available upon request.
2.3 MATERIALS RECEIVING
Vehicles enter the facility from Lovelace Road through one of three entrances shown in Figure 6
and described below. Inbound vehicles are weighed on one of four scales. Commercial vehicles
without tare weights on record and larger private self-haul vehicles are reweighed after
unloading. Small self-haul vehicles are not weighed but charged by estimated volumes.
All self-haul customers and any unregistered commercial vehicles are screened, weighed and
pay at the scale house. Scale house staff check incoming customers and the type of incoming
wastes. Scale house staff verbally verify with customers that no prohibited wastes are
discharged. Scale house staff then direct customers to the designated drop off areas for each
type of wastes. Directional signs are posted around the facility to guide customers (Figure 6).
Green wastes and yard wastes loads are directed appropriately to either the commercial green
waste processing area or the self-haul green waste processing area (Figure 2). After unloading
they return to be re-weighed if appropriate.
Lovelace MRF and Transfer Station Department of Public Works/Solid Waste Division
Transfer Processing Report 12 County of San Joaquin
April 16,2026
