The following is an itemized list of CP22 - HW LQG violations that have not been <br /> addressed for FLAG CITY TRUCK SERVICE as of April 21, 2026. <br /> Open violations from June 19, 2025 inspection <br /> Violation#43-3030029-Conducts/documents daily inspections of hazardous waste tank system. <br /> OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br /> inspection records. <br /> -The facility has a 1,300 gallon hazardous waste tank of used oil. The facility could not provide daily tank inspection <br /> records for the past three years. <br /> REGULATION GUIDANCE: (a)The owner or operator shall inspect,where present, at least once each operating <br /> day: (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; (2)the aboveground portions of the tank system, if any,to detect corrosion or <br /> releases of waste; (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and <br /> temperature gauges, monitoring wells)to ensure that the tank system is being operated according to its design; (4) <br /> the construction materials and the area immediately surrounding the externally accessible portion of the tank system <br /> including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous waste <br /> (e.g.,wet spots,dead vegetation); and (5)for uncovered tanks,the level of waste in the tank, to ensure compliance <br /> with section 66265.194(b)(3). (c)The owner or operator shall document in the operating record of the facility an <br /> inspection of those items in subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#51 -3030004-Properly manages used oil filters and fuel filters. <br /> OBSERVATION: Container of used metal oil filters out of compliance with the storage rules were observed on-site. <br /> -A 55 gallon black drum of used metal oil filters did not have a lid.Additionally, it did not have a label stating"drained <br /> used oil filters"with an accumulation start date. <br /> REGULATION GUIDANCE:Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters", depending <br /> on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored on-site greater <br /> than one year. Used filters not stored, handled and disposed of according to this section are regulated as hazardous <br /> waste. Provide a corrective action statement, disposal records and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. <br /> Page 6 of 7 <br />
