Universal Health & Safety Plan <br /> For use on all high-risk,industrial and HAZWOPER projects <br /> Department of Toxic Substances Control <br /> 13. Roles , • Responsibilities <br /> 13.1 AECOM Project Manager <br /> The AECOM Project Manager(PM)may delegate responsibilities to an AECOM Deputy PM or AECOM Task Manager(TM)with <br /> equivalent competencies. The AECOM PM is responsible to: <br /> ■ Understand the scope, performance standards, objectives, and applicable AECOM and by requirements and <br /> expectations, <br /> ■ Ensure the workforce, including subcontractors, is aware of the project scope and objectives, and the associated <br /> performance standards, requirements, and expectations, <br /> ■ Verify that the full scope of work has been risk assessed with Task Hazard Assessment(THA)prepared, reviewed, and <br /> approved for each task, <br /> ■ Authorize the start of all work tasks/activities within area of responsibility, <br /> ■ Assign competent Crew Leaders, Permit Issuers/Approvers,and Persons in Charge as appropriate for the project <br /> scope of work, <br /> ■ Be knowledgeable of and participate,where needed, in permit development and verification of the necessary work <br /> permits, and <br /> ■ Verify that work activities are consistent with the policies and procedures. <br /> 13.2 AECOM Site Supervisor <br /> The Site Supervisor has the overall responsibility and authority to direct work operations at the job site according to the provided <br /> work plans and HASP.The Project Manager may act as the Site Supervisor while on site. The Site Supervisor's responsibilities <br /> include: <br /> ■ Verify the personnel, equipment/machinery and instruments anticipated to mobilize to site. <br /> ■ Communicate project roles and responsibilities. <br /> ■ Discuss planned activities for the day and any potential simultaneous operations(SIMOPs). <br /> ■ Establish staging and work areas for planned activities. <br /> ■ Confirm crews have reviewed and updated, as necessary,task hazard assessments prior to beginning the task. <br /> ■ Coordinate and document project activities. <br /> ■ Monitor for deviations and changes in scope, personnel, methods, materials, equipment/machinery, <br /> instrumentation, and site conditions. <br /> ■ Notify the AECOM project manager of changes and coordinate change management. <br /> ■ Escort or delegate the escorting of site visitors. <br /> ■ Serve as AECOM's point of contact with the host facility and person-in-charge for simultaneous operations <br /> (SIMOPs). <br /> ■ Delegate stop work authority to all project employees and report all unsafe acts/behaviors and conditions, near <br /> misses and incidents to the AECOM project manager. <br /> ■ Lead by example—walk the talk. <br /> ©AECOM Restricted <br /> Universal Heath and Safety Plan Template(S4[DSC]AM-209-FM2-C) 57 <br /> Revision 15 October 18,2023 <br /> PRINTED COPIES ARE UNCONTROLLED.CONTROLLED COPY IS AVAILABLE ON COMPANY INTRANET. <br />
