AECOM <br /> Americas <br /> Cold Stress S3AM-112-PR1 <br /> 1.0 Purpose and Scope <br /> 1.1 To protect employees from the severest effects of cold stress(hypothermia)and cold injury and to identify <br /> exposures to cold working conditions under which it is believed nearly all employees can be repeatedly <br /> exposed without adverse health effects. <br /> 1.2 This procedure applies to all AECOM Americas based employees and operations,and any other entity and <br /> its personnel contractually required to comply with this document's content,working outdoors in damp and <br /> cool (below 50 degrees Fahrenheit[°F]or 10 degrees Celsius[°C])conditions or anytime temperatures are <br /> below 32°F or 0°C. <br /> 2.0 Terms and Definitions <br /> 2.1 Cold Stress—The production of physiological effects due to cold temperatures and\or wind chill. <br /> 2.2 Equivalent Chill Temperature(ECT)—Also known as Wind Chill (see below). <br /> 2.3 Frostnip—Superficial cooling of tissues without cellular destruction. <br /> 2.4 Frostbite—Freezing of tissue, resulting in tissue destruction. <br /> 2.5 Hypothermia—Condition of reduced core body temperature to 95°F (35°C)resulting in loss of dexterity, <br /> loss of mental alertness, collapse, and possible death. <br /> 2.6 Wind Chill—The combined effect of air temperature and wind.Also expressed as"equivalent chill <br /> temperature" (ECT),wind chill is defined as heat loss resulting from the effects of air temperature and wind <br /> velocity upon exposed skin. <br /> 3.0 References <br /> 3.1 S3AM-003-PR1 SH&E Training <br /> 3.2 S3AM-128-PR1 Medical Screening &Surveillance Program <br /> 3.3 S3AM-208-PR1 Personal Protective Equipment <br /> 3.4 S3AM-314-PR1 Working Alone <br /> 3.5 S3AM-315-PR1 Working On or Near Water <br /> 3.6 S3AM-333-PR1 Marine Safety&Vessel Operations <br /> 4.0 Procedure <br /> 4.1 Roles and Responsibilities <br /> 4.1.1 Manager <br /> • Ensuring the safety of employees on their project sites, consistent with regulatory standards. <br /> • Implement cold stress prevention measures as applicable at each work site. <br /> • Develop/coordinate a work-warning regimen, as applicable. <br /> • Confirm cold stress hazard assessments/evaluations were completed for the planned <br /> activities. <br /> • Assign employees physically capable of performing the assigned tasks.
