AECOM <br /> 4.5.9 Operation of internal combustion or similar devices within warming shelters is prohibited. <br /> 4.5.10 If the available clothing does not give adequate protection to prevent hypothermia or frostbite, work <br /> should be modified or suspended until adequate clothing is made available or until weather <br /> conditions improve. <br /> 4.5.11 Walking and working surfaces shall be cleared of ice and snow to prevent slips and falls. <br /> 4.5.12 Confirm that employees carry fire starter materials if working in remote areas. <br /> 4.5.13 Supplies such as PPE,fuels, enclosures, de-icing,traction aids, warm drinks, and batteries will be <br /> specified by the SH&E Manager and/or the Manager and made available.These supplies will be <br /> inspected at least weekly during cold weather projects and replaced when necessary. <br /> 4.6 Cold Stress Prevention Measures for the Hands <br /> 4.6.1 Special protection of the hands is required to maintain manual dexterity for the prevention of <br /> accidents including, but not limited to the following: <br /> • If fine work is to be performed with bare hands for more than 10 to 20 minutes in an <br /> environment below 60°F (15°C), special provisions should be established for keeping the <br /> employees' hands warm. For this purpose, warm air jets, radiant heaters(fuel burner or <br /> electric radiator), or contact warm plates may be utilized. Metal handles of tools and control <br /> bars should be covered by thermal insulating material at temperatures below 30°F(-1°C). <br /> • If the air temperature falls below 60°F (15°C)for sedentary work,40°F(4.4°C)for light work, or <br /> 20°F (-6°C)for moderate work, and fine manual dexterity is not required, employees should <br /> use gloves. <br /> 4.6.2 To prevent contact frostbite, employees should wear anti-contact gloves: <br /> • When cold surfaces below 20°F(-6°C)are within reach, each employee should be warned to <br /> prevent inadvertent contact by bare skin. <br /> • If the air temperature is 0°F (-18°C)or less, employees should protect their hands with mittens <br /> or appropriate gloves. Machine controls and tools for use in cold conditions should be <br /> designed so that they can be handled without removing the mittens or gloves. <br /> • Ensure an adequate supply of dry gloves is available to replace wet gloves. <br /> 4.6.3 Provisions for additional total body protection are required if work is performed in an environment at <br /> or below 40°F (4.40C).The employees should wear cold protective clothing appropriate for the level <br /> of cold and physical activity. <br /> 4.6.4 Additional Cold Stress Prevention Measures: <br /> For work practices at or below 10°F (-12°C) ECT,the following will apply: <br /> • The employee should be under constant protective observation (buddy system or supervision). <br /> • The work rate should not be so high as to cause heavy sweating that will result in wet clothing. <br /> If heavy work is being performed, rest periods should be taken in heated shelters and <br /> opportunities to change into dry clothing should be provided. <br /> • New employees should not be required to work full time in the cold during the first days of <br /> employment until they become acclimated to the working conditions and required protective <br /> clothing. Refer to S3AM-112-ATT1 Temperature Thresholds for guidance. <br /> • The weight and bulkiness of clothing should be included in estimating the required work <br /> performance and weights to be lifted by the employee. <br /> • The work should be arranged in such a way that sitting still or standing still for long periods is <br /> minimized. Unprotected metal chair seats should not be used.
