Cleanup in Vulnerable Communities'Initiative Discovery Project Reference:Favorite Cleaners and Enforcement Discovery Investigation Work Plan Project Number:60688620 Based on the information developed during the Discovery Investigation, DTSC will make an informed decision regarding potential risks posed by the Subject Property from dry-cleaning operations. Possible outcomes include: • The requirement for further investigation under the Enforcement Phase if the Subject Property is found to be significantly impacted by hazardous substances release(s), or • Issuance of a"No Additional Assessment of Vapor Intrusion"finding if the Subject Property is found not to be impacted by a release from dry-cleaning activities or risks to human health and the environment at the Subject Property are found to be within acceptable levels based on the conservative screening level risk assessment after two separate sampling events and seasons as specified in the Programmatic QAPP. 1.2 Project Team Organization 1.2.1 Roles and Responsibilities The list below provides descriptions for the roles and responsibilities involved in this project: Role Responsibility Description DTSC CVCI D&E Responsible for maintaining statewide consistency for the CVCI D&E Program. Coordinator Additionally responsible for disseminating the Programmatic QAPP to DTSC staff and quality assurance(QA)reviewers; establishing a mechanism for training, peer review, and coordinating staff; updating sample documents for the preparation of CVCI D&E Program documents; reviewing and modifying the Programmatic QAPP at least annually and as needed; receiving requests for Discovery Investigation Work Plan reviews; and reviewing DTSC QA reviewer's comments for statewide consistency.The DTSC CVCI D&E Coordinator is a DTSC employee,typically a DTSC Project Manager. DTSC Project Manager Responsible for planning, organizing, and implementing projects involved in discovery assessment, and cleanup of environmental contamination.The DTSC Project Manager will also manage state contractors performing the investigations; oversee the collection of environmental data, preparation of reports, and data evaluation/recommendations;formulate data quality objectives(DQOs)for each project; and ensure a site-specific Discovery Investigation Work Plan is prepared for each project. DTSC Geologist Responsible for reviewing and providing technical support in the areas of site characterization, soil classification, data evaluation, and remediation. The DTSC Geologist will also review and assess all geologic data collected and be involved throughout the life cycle of the project,from the scoping phase to the site investigations, remediation, and post-closure assessments. DTSC Toxicologist Responsible for reviewing and providing technical support in the areas of toxicology and human health risk assessments(HHRAs).The DTSC Toxicologist will be involved throughout the life cycle of the project(from the scoping phase to the site investigation, remediation, and post-closure assessments)and will inform the DTSC Project Manager on the risk-related issues at the Subject Property. AECOM Program Manager Responsible for project coordination for AECOM, DTSC, and other regional contractors for the management of all AECOM activities associated with this contract. Responsibilities include budget management,technical oversight, and overall project quality. AECOM Project Manager* Responsible for coordinating activities specific to this project, including activities with DTSC,AECOM, and subcontractors.The AECOM Project Manager will ensure all project phases are efficiently executed in accordance with the work order and project work plan provisions. The AECOM Project Manager will assume responsibility for all technical,financial, and administrative aspects of the project and the project team, including schedules and completion of all phases of field activities, data analysis, and report preparation. AECOM Quality Assurance Responsible for laboratory coordination, QA/Quality Control (QC), data validation, Manager and ensuring that the data are uploaded and flagged appropriately in the project database.
