Cleanup in Vulnerable Communities'Initiative Discovery Project Reference:Favorite Cleaners <br /> and Enforcement Discovery Investigation Work Plan Project Number:60688620 <br /> 2.3 Subject Property Physical and Environmental Characteristics <br /> The information presented in the following subsections is from the Phase I ESA for Favorite Cleaners(AECOM <br /> 2022b), EDR report, and independent confirmation and research conducted by Wanda Farmer. <br /> 2.3.1 Topography <br /> According to the United States Geological Survey(USGS)topographic map of the Subject Property(Stockton West, <br /> CA quadrangle)and a review of Geocheck Physical Setting in the EDR report, the elevation of the Subject Property is <br /> approximately 17 feet above mean sea level (msl). Based on a review of these technical resources and AECOM's site <br /> visit,the Subject Property appears to be generally flat with a slight upward slope toward the east. <br /> 2.3.2 Geology and Soil Types <br /> According to the environmental database report,the Subject Property is underlain with silt-clay and clayey soils. The <br /> San Joaquin soils are described as having very slow infiltration rates and as being somewhat poorly drained.These <br /> soils are further described as clay to approximately 33 inches below ground surface(bgs),followed by indurated and <br /> stratified sandy to clay loam to approximately 46 inches bgs.According to geologic information provided in the EDR <br /> report,the bedrock geology of the Subject Property is of the Cenozoic Era, Quaternary System, Quaternary Series <br /> with a Stratified Sequence. <br /> 2.3.3 Hydrogeologic Setting <br /> The Subject Property is located within the San Joaquin Valley—Kings groundwater basin, in the San Joaquin Valley <br /> Tulare Lake subbasin inside the Sacramento Valley.Within 1 mile of the subject property are 28 wells,the majority of <br /> which are monitoring wells,with one agricultural well.According to information provided by the California State Water <br /> Resources Control Board (SWRCB)online GeoTracker database(SWRCB 2023), depth to groundwater measured at <br /> the Super Center Mart(T0607700802)site located at 641 E. Charter Way, approximately 270 feet to the north of the <br /> Subject Property,was measured at depth of approximately 27 to 31 feet bgs in 2015 and the groundwater flow <br /> direction was noted as variable to northeast, east, and southeast directions. It should be noted that the actual depth <br /> and flow direction of groundwater beneath the Subject Property cannot be determined without site-specific <br /> groundwater monitoring well data. <br /> According to Federal Emergency Management Agency(FEMA) information (Map Panel 06077CO46OF effective <br /> 11/2/2018)available online on the FEMAwebsite(FEMA Flood Map Service Center I Search by Address), the Subject <br /> Property is not within a 100-year flood zone, but it is within 400 feet from an area of reduced flood risk due to levee. <br /> 2.3.4 Climatological Setting <br /> The Subject Property is located in Stockton, CA, which has an and climate characterized by hot summers, short cool <br /> winters, and sparse precipitation.Temperatures in the area rarely exceed 95 degrees Fahrenheit(°F)during summer <br /> months,with an annual average daily temperature of approximately 627.Annual rainfall average is 5.78 inches. <br /> Nearly all rainfall occurs between November and April, while some thundershowers occur during summer months. <br /> Prevailing wind direction is southwesterly. <br /> 2.4 Current and Historical Land Uses <br /> Historically,the Subject Property was used for residential uses until approximately 1969 when commercial building <br /> construction started.The Subject Property was built in 1940 and operated as a dry cleaner from 1970 until 2010, per <br /> city directories, EDR reports, and an interview with an owner. Favorite Cleaners has documented waste manifest <br /> from 1998 to 2000 transporting and disposing of tetrachloroethylene(PCE).The cleaners waste profile for John Koh <br /> was issue an EPA ID CAD981638612 in July 1987 to June 2004 (inactive)and was updated in April 2005. The <br /> cleaners then applied for EDA ID#Ca1000229637 under Siyop Hong and was active from March 2005 until June <br /> 2010 Development appears to be residential to the southwest, south, and southeast of the Subject Property. <br /> Commercial along E. Charter Way with several gas stations,tire shops, and used auto sales from 2010 to present. <br /> In the 1940s commercial and residential development was present in all directions surrounding the Subject Property. <br /> Development increased in the time between 1950 and 1970.
