Hazelton Avenue <br /> Stockton,California 95205 <br /> Reference: Remediation Well Destruction Work Plan <br /> STTC Stockton <br /> 3003 Navy Drive <br /> Port of Stockton <br /> Stockton,California <br /> Dear Mr.Kith, <br /> On behalf of the Stockton Terminals Technical Committee (STTC), comprised of Andeavor and Buckeye, <br /> Stantec Consulting Corporation (Stantec) submits this well destruction work plan for the STTC Stockton <br /> Terminal(the"Site")The Site is located in the vicinity of 3003 Navy Drive in Stockton,California(Figur <br /> and 2). Pursuant to direction from the California Water Quality Control Board(RWQCB), forty-eigh (48) <br /> wells are required to be destroyed at the Site. Three ere previously destroyed by over-drilling in 2017 <br /> ahead of non-related construction activities in the vicinity of the wells.Based on the shallow well construction, <br /> the proximity of these wells to product lines and other structures installed after the wells were originally <br /> placed,the fact that these wells are in a non-impacted area outside of the contaminant source area,and that <br /> these wells were remediation wells and not groundwater monitoring wells, Stantec plans to destroy the <br /> remaining wells in accordance to the California Water Well Standards approve ressure routin ethod. <br /> This work plan includes a site description and presents available information on the wells,as well as provides <br /> the proposed method of destruction,disposal of waste generated, and includes a Site map. The health and <br /> safety plan is already on file for the well destruction work completed in 2017(an additional copy is provided <br /> with the updated permit application package). <br /> 1.0 Site Description <br /> The Site is located in the vicinity of 3003 Navy Drive in the Port of Stockton terminal lease area within an <br /> industrial area of Stockton,California.The terminal lease area contains fuel distribution terminals,associated <br /> pipeline facilities,and is bounded by West Washington Street to the north,Navy Drive to the west,and Stork <br /> Road to the east(Figures 1 and 2). The STTC Stockton Site currently includes above ground storage tanks, <br /> conveyance piping,truck loading racks,several buildings,and rail road tracks. <br /> Design with community in mind <br />
