February 22,2018 <br /> Page 2 of 4 <br /> Reference: Remediation Well Destruction Work Plan <br /> 2.0 Background <br /> As part of an ongoing open environmental case with the RWQCB, the STTC Stockton Site completed <br /> remediation and rebound testing for impacted shallow groundwater beneath the Site. The RWQCB has <br /> approved the removal of the remediation wells at the Site. Stantec will work closely with San Joaquin County <br /> Environmental Health Department(SJCEHD)to permit the well destructions and insure proper destruction <br /> of the wells. Stantec already has access through the Port of Stockton to complete work for Andeavor and <br /> Buckeye. <br /> 3.0 Proposed Scope of Work <br /> STTC is proposing to remove the remaining forty-five(45)remediation wells from the Site.The scope of work <br /> will include the following: <br /> • Obtain all necessary permits from SJCEHD; <br /> • Provide a site-specific health and safety plan; <br /> • Perform utility clearance of areas surrounding wells to be destroyed; <br /> • Air-knife or hand core around each well to be destroyed; and, <br /> • Destroy all ozone wells(designated"OS"on the attached Figure 2)by pressure grouting to the surface <br /> per SJCEHD requirements. <br /> A summary of the planned field work is presented below. Field and laboratory procedures are provided in <br /> Attachment 1. <br /> 3.1 HEALTH AND SAFETY PLAN <br /> Stantec will provide a site-specific Health and Safety Plan(HASP)for the above scope of work as required by <br /> the Occupational Health and Safety Administration(OSHA)standard guidelines(29 CFR 1910.120), and by <br /> California Occupational Health and Safety Administration (Cal-OSHA) guidelines (CCR Title 8, Section <br /> 5192). Prior to the commencement of fieldwork,the HASP will be updated with appropriate field personnel <br /> and subcontractor information. Subcontractors working at the Site will also maintain their own HASP that <br /> covers the specific activities they are completing, and will be reviewed by Stantec prior to initiating field <br /> activities.The field staff and contractors will review and sign the HASPS before beginning field operations at <br /> the Site,and at a minimum daily during field operations. <br /> Design with community in mind <br />
