Geosyntec l> <br /> consultants <br /> 1. INTRODUCTION <br /> Geosyntec Consultants, Inc. (Geosyntec) has prepared this Groundwater Monitoring <br /> Work Plan (GMWP) for Rough and Ready Island (RRI) located in Stockton, California <br /> (Figure 1) on behalf of the Port of Stockton (Port). This GMWP proposes a <br /> comprehensive groundwater monitoring program for RRI and presents a work plan to <br /> address data gaps identified in the RRI groundwater monitoring network. The Port <br /> received comments on the GMWP submitted on 9 April 2018 from the California <br /> Environmental Protection Agency Department of Toxic Substances Control (DTSC) on <br /> 11 May 2018 and the Regional Water Quality Control Board(RWQCB)on 14 May 2018. <br /> This GMWP has been revised based on the DTSC and RWQCB comments. A response <br /> to comments is included as Appendix A. <br /> Geosyntec performed technical evaluations in the development of this GMWP, including <br /> preparing a revised hydrogeologic conceptual site model (CSM) for RRI, three- <br /> dimensional (313) C Tech Development Corporation (C Tech)'s Earth Volumetric <br /> Studio® (EVS(g) modeling of the distribution of constituents of concern (COCs) in <br /> groundwater, and statistical evaluation of COC concentration trends over time. The <br /> technical evaluations are documented in this GMWP along with the proposed <br /> groundwater monitoring program for RRI and work plan to address groundwater <br /> monitoring data gaps identified from the technical evaluation. <br /> 1.1 Background <br /> The United States of America Department of the Navy(Navy)operated at RRI from 1943 <br /> until 2000 (Tetra Tech 2002). The Navy began transferring properties at RRI to the Port <br /> in July 2000 through the United State Department of Transportation Maritime <br /> Administration (Tetra Tech EM, Inc. [Tetra Tech], 2002). In 2003, RRI was transferred <br /> to the Port under Environmental Services Cooperative Agreement (ESCA) N62474-03- <br /> 2-001 between the Port and the Navy. <br /> The first military installation at RRI was an Army Camp built after World War I to <br /> rehabilitate wounded veterans(Kleinfelder, 1988).The Navy subsequently took over RRI <br /> in 1943,and in 1945 developed RRI into a major supply depot(Kleinfelder, 1988).Naval <br /> communication station operations began at RRI in 1960, and by 1965 the supply depot <br /> operations were deactivated and RRI was assigned to the Naval Computer and <br /> Telecommunications Station San Diego Detachment Stockton (Kleinfelder, 1988). <br /> RRI Groundwater Monitoring Work Plan 1 1 June 2018 <br />
