The data will be validated using guidance from the following <br /> documents (or most current versions) as pertinent to the analytical methods and QA acceptance <br /> criteria: <br /> • EPA National Functional Guidelines for Organic Superfund Methods Data Review (EPA- <br /> 540-R-2017-002) (USEPA, 2017a) <br /> • EPA National Functional Guidelines for Inorganic Superfund Methods Data Review <br /> (EPA-540-R-2017-001) (USEPA, 2017b) <br /> • EPA National Functional Guidelines for High Resolution Superfund Methods Data <br /> Review (EPA-542-B-16-001) (USEPA, 2016) <br /> • Department of Defense Data Validation Guidelines Module 3: Data Validation Procedure <br /> for Per- and Polyfluoroalkyl Substances by QSM Table B-15 (DoD, 2020) <br /> In addition, a program-specific electronic data deliverable (EDD)will be provided by the laboratory <br /> for database support. This EDD should meet the AECOM EQuIS format,which includes analytical <br /> results, and laboratory and site identification. Field and analytical data will be consolidated and <br /> maintained within the EQuIS EDD. In addition, data will be submitted to the Regional Water Board <br /> electronically through GeoTracker. This electronic data format (EDF)will include analytical data, <br /> sample coordinate locations, soil boring, groundwater, stormwater, influent, effluent, and <br /> monitoring well information. AECOM will coordinate with the laboratory prior to data reporting to <br /> ensure compliance. <br /> 2.4.2 Verification and Validation Methods <br /> Although data verification and validation are commonly used terms, they are defined and applied <br /> differently. According to EPA Guidance on Environmental Data Verification and Data Validation <br /> (EPA/240/R-02/004) (USEPA, 2002), data verification is the process of evaluating the <br /> completeness, correctness, and conformance/compliance of a specific data set against the <br /> method, procedural, or contractual requirements. Data validation is an analyte and sample <br /> specific process that extends the evaluation of data beyond method, procedural, or contractual <br /> compliance to determine the analytical quality of a specific data set. <br /> Analytical data validation will be performed routinely to determine if the laboratory data is meeting <br /> the DQI's for the project. Discrepancies noted during the verification process may require the <br /> data validation team to alert the end user to limitations of the data. In addition, data validation <br /> may be requested for data used in court cases. <br /> EPA National Functional Guidelines and Department of Defense Quality Systems Manual Version <br /> 5.3 (DoD, 2019) (or most current version) will be used as a source of performance criteria for <br /> review of the data. The guidelines are designed to assist an experienced reviewer in the technical <br /> review of laboratory data. A Stage 2B validation will be performed. Specific areas of data review <br /> covered include chain of custody forms, laboratory receipt checklist, sample related QC data and <br /> QC acceptance criteria linked to field samples, requested spike analytes as appropriate (LCS, <br /> matrix spikes), QC sample frequency, initial calibration summaries, initial and continuing <br /> calibration verification summaries, instrument performance check summaries, and preparation <br /> logs. Further details on the level of validation are included in DoD Validation Guidelines Module <br /> 3: Data Validation Procedure for Per-and Polyfluoroalkyl Substance by QSM Table B-15 (DoD, <br /> 2020). By using these guidelines in addition to the criteria in the analytical methods, an <br /> experienced reviewer can qualify, accept, or reject laboratory data. <br /> All data will be verified to ensure they are representative of samples analyzed and locations where <br /> measurements were made, and that sample data and the associated QC data conform to project <br /> specifications.
