Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />June 17, 2026 <br />Facility Address: <br />20663 N VAN EXEL RD, LODILODI FARMS LP <br />Facility Name: <br />Environmental Health Department <br />3 22 CCR 12 66262.16(b)(6)(F)2, 66262.17(a)(6), 66262.256(b) 3010039-Maintained record of arrangements with <br />emergency response agencies or attempt to make arrangements <br />OBSERVATION: Owner/Operator failed to maintain documentation of arrangements with the local fire department and <br />other emergency response agencies; or if none exist, failed to document that the attempt to make the arrangements was <br />made. <br />- Lori Smith stated that she was unsure if facility had made prior arrangements with local emergency response agencies, <br />thus documentation was not provided. <br />REGULATION GUIDANCE: (F) Arrangements with local authorities. 1. The small quantity generator shall attempt to <br />make arrangements with the local police department, fire department, other emergency response teams, emergency <br />response contractors, equipment suppliers and local hospitals, taking into account the types and quantities of hazardous <br />wastes handled at the facility. Arrangements may be made with the Local Emergency Planning Committee, if it is <br />determined to be the appropriate organization with which to make arrangements <br />CORRECTIVE ACTION: Document arrangements that have been made with local fire department and other emergency <br />response agencies, or, if attempts were made unsuccessfully, document that attempts to make arrangements were <br />made. <br />This is a (Minor) Violation. <br />23 22 CCR 12 66262.16(b)(1), 66262.16(b)(8), 66262.16(c), 66262.16(g)(2); HSC 6.5 25123.3(h)(1) 3030010-SQG <br />disposed of hazardous waste within 180 days of accumulation start date (90 days for AHW) <br />OBSERVATION: Owner/Operator is a small quantity generator and failed to send hazardous waste offsite for treatment, <br />storage, or disposal within 180 days (or 270 days if waste is transported over 200 miles), or total amount of accumulated <br />hazardous waste exceeded 6,000 kg and has stored hazardous waste over 90 days, or failed to send acute hazardous <br />waste offsite within 90 days of accumulating 1 kg. <br />- EIGHT 55 Gallon drums of used oil were found on site with an unknown accumulation start date. The amount of used <br />oil in each container varied, the one drum without a lid was more than half way full of used oil. <br />REGULATION GUIDANCE: (b) Accumulation. The generator accumulates hazardous waste onsite for no more than 180 <br />days, unless in compliance with the conditions for exemption for longer accumulation in subsections (d) and (e) of this <br />section. The following accumulation conditions also apply: (1) Accumulation limit. The quantity of hazardous waste <br />accumulated onsite never exceeds 6,000 kilograms (13,200 pounds); (2) Accumulation of hazardous waste in containers. <br />(A) Condition of containers. If a container holding hazardous waste is not in good condition, or if it begins to leak, the <br />small quantity generator shall immediately transfer the hazardous waste from this container to a container that is in good <br />condition, or immediately manage the waste in some other way that complies with the conditions for exemption of this <br />section. (B) Compatibility of waste with container. The small quantity generator shall use a container made of or lined <br />with materials that will not react with, and are otherwise compatible with, the hazardous waste to be accumulated, so that <br />the ability of the container to contain the waste is not impaired. <br />CORRECTIVE ACTION: Dispose of hazardous waste that has been stored over the applicable time limit and provide <br />documentation that the violation has been corrected. <br />This is a (Class 2) Violation. <br />1868 E.
