Hickox <br />Secretary for <br />Environmental <br />Protection <br />Consistent with California Water Code Section 13260, you are required to submit a complete RWD at <br />least 120 days prior to discharging wastewater. Adoption of the WDRs can take longer than 120 days <br />depending on the completeness of the RWD. You are encouraged to submit the RWD as soon as possible <br />so that adoption of the WDRs does not delay your ability to operate. Discharging wastewater without first <br />securing WDRs is a violation of California Water Code Section 13260 and exposes the discharger to <br />enforcement actions, including fines. <br />Tanker trailer wash wastewater contains chemicals that can degrade surface and groundwater quality if not <br />properly handled and disposed of. Therefore, Waste Discharge Requirements (WDRs) must be adopted <br />by the Regional Board before any wastewater can be discharged to land. To obtain WDRs, you must first <br />submit a Report of Waste Discharge (RWD). <br />Your facility generates wastewater by cleaning the interior of tanker trailers, boiler blowdown water, and <br />ion exchange regeneration processes. Wastewater generated by such processes can possess high <br />concentrations of dissolved solids and biochemical oxygen demand. Uncontrolled discharge of the <br />wastewater to land is not consistent with wastewater treatment/storage/disposal requirements of the <br />Regional Board. <br />ILLEGAL DISCHARGE OF WASTEWA TER, REQUEST FOR REPORT OF WASTE DISCHARGE, <br />STOCKTON SANITARY WASH RACK, SAN JOAQUIN COUNTY <br />On 20 October 2003,1 received a complaint of illegal industrial wastewater discharge. The complainant <br />stated that industrial wastewater was being improperly disposed on land. In our telephone discussion on <br />21 October 2003, you stated that industrial wastewater is generated at the facility and that a subcontractor <br />applies it to land, although you were unsure of the disposal mechanism. You also stated an intention to <br />discharge all wastewater into the City of Stockton collection system in the near future. <br />This letter constitutes a formal request for an RWD from Stockton Sanitary Wash Rack. An RWD <br />consists of the Form 200 Application/Report of Waste Discharge General Information (enclosed), a filing <br />fee, and the answers to the Additional Questions. The RWD shall include a technical report prepared by a <br />California Environmental Protection Agency <br />Recycled Paper <br />The energy challenge facing California is real.
