Lakewood Plaza Former Dry Cleaner, Lodi - 2 - 26 August 2024 <br /> 2. In the Work Plan, AGI proposes performing a six-month soil vapor extraction <br /> (SVE) pilot test. To achieve this, AGI proposes to install eight new SVE wells. <br /> The parameters of the proposed pilot test are summarized in Table 2 through 5 <br /> below. <br /> 3. Central Valley Water Board staff concurs with the proposed SVE pilot test. By <br /> 25 November 2024, please submit a report of installation of SVE wells. As part <br /> of this report, please provide an anticipated schedule of completion for system <br /> permitting, installation, and startup. Staff requests at least 48 hours' notice of the <br /> system start-up date to be onsite to observe the remediation system start-up. <br /> 4. Upon completion of SVE remediation, the effectiveness of the remediation efforts <br /> will need to be confirmed via additional soil gas and indoor air sampling in and <br /> around the Site building. <br /> 5. The presence of high PCE concentrations near the southern and eastern Site <br /> property boundaries indicates the potential for PCE vapor intrusion issues at four <br /> off-Site adjacent properties: <br /> • 1122 Graff igna Ave (residential) <br /> • 1203 W. Lockeford Street (residential) <br /> • 1213 W. Lockeford Street (commercial) <br /> • 1225 W. Lockeford Street (commercial) <br /> On 19 August 2024, Central Valley Water Board staff met with staff from AGI to <br /> discuss the potential off-Site vapor intrusion issue. Central Valley Water Board <br /> requests an additional assessment scope of work to include co-located soil gas <br /> and indoor air samples at each of the four off-Site properties listed above to <br /> assess the current risk to occupants of those buildings. Central Valley Water <br /> Board staff requests that you submit a work plan for this scope of work by <br /> 27 September 2024. Staff are currently regulating this case as a voluntary <br /> cleanup; however, due to the potential off-Site risk, non-compliance with this <br /> directive will result in the Water Boards issuing a formal enforcement order to <br /> submit a report of investigation of off-Site risk. <br /> 6. California Code of Regulations, Title 23, Division 3, Chapter 30 requires that you <br /> upload Site documents and data to the State's GeoTracker online environmental <br /> database. In order to do so, you will need to create a user account and "claim" <br /> this case. Central Valley Water Board staff will soon issue a separate directive to <br /> complete this task with additional information and instructions. <br /> 7. Central Valley Water Board staff has attached the Guidance on Uploading Vapor <br /> Intrusion Information into GeoTracker. Here is also a video link for your <br /> assistance. Please let us know if you need further assistance uploading the data <br /> collected. <br /> 8. Additionally, moving forward, a cost recovery agreement is needed to cover the <br /> cost of Central Valley Water Board staff oversight for this case. Staff will provide <br />
