CP26 - UST FULL Inspection Report <br />Date: <br />June 30, 2026 <br />Facility Address: <br />351 N BECKMAN RD, LODIVAN DE POL ENT INC/PACIFIC PRIDE <br />Facility Name: <br />Environmental Health Department <br />9 23 CCR 16 2613(a)(12) and (b), 2691(a); HSC 6.7 25284(a)(3) 2011014 - Facility has submitted a current written <br />owner/operator agreement <br />OBSERVATION: Owner/Operator failed to submit a written agreement between the UST owner and the operator <br />(owner/operator agreement). <br />REGULATION GUIDANCE: Failure to submit a written agreement between the permit holder and operator. <br />CORRECTIVE ACTION: Complete and submit a written agreement between the UST owner and the operator <br />(owner/operator agreement) <br />This is a (Minor) Violation. <br />11 23 CCR 16 2613(c)(6), 2633, 2651(b)(1), 2660(c) and (e), 2663 2031009 - Leak detection equipment tested by qualified <br />service technician every 12 months (TCR 9d) <br />OBSERVATION: Owner/Operator failed to have a properly qualified service technician test leak detection equipment <br />every 12 months. <br />- The leak detection equipment were last tested for functionality on 6/24/2025 <br />REGULATION GUIDANCE: Failure to test release detection equipment every 12 months. <br />CORRECTIVE ACTION: Have a properly qualified service technician test leak detection equipment every 12 months. <br />This is a (Minor) Violation. <br />12 23 CCR 16 2660(d) 2011017 - All test results have been submitted to UPA within 30 days of testing date <br />OBSERVATION: Owner/Operator failed to submit test results to the UPA within 30 days of performing the test. <br />- The Monitoring System Certification and Spill Container Test Results were conducted on 6/24/2025 and were submitted <br />on 8/5/2025, 13 days late. <br />REGULATION GUIDANCE: Failure to submit test results to the UPA within 30 days of performing the test. <br />CORRECTIVE ACTION: Submit test results to UPA within 30 days and ensure all test results are submitted to UPA <br />within 30 days of performing testing. <br />This is a Repeat (Class 2) Violation. <br />30 23 CCR 16 2613(c)(3), 2633, 2640(e), 2642(k), 2660(c) and (e), 2664; HSC 6.7 25284.2 2031001 - Spill buckets meet <br />requirements, have been tested as required, and records kept for 36 mths (TCR 9a) <br />OBSERVATION: Owner/Operator failed to meet one or more of the following spill container requirements: install or <br />maintain spill container which is liquid-tight; has a minimum capacity of five gallons; has a functional drain valve or other <br />method for the removal of liquid from the spill container; is protected from galvanic corrosion; performed tightness test at <br />installation, every 12 months thereafter, and within 30 days after a repair; tested to confirm liquid capacity is no less than <br />five gallons; tested by a certified UST service technician; maintain testing records for 36 months. <br />- The Spill Containers were last tested on 6/24/2025 <br />REGULATION GUIDANCE: Failure to meet one or more of the spill containment requirements. <br />CORRECTIVE ACTION: Install or repair spill buckets to meet all of the listed requirements, have tightness tested using <br />approved method, by certified UST service technician, and submit documentation to verify compliance.
