Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />July 9, 2026 <br />Facility Address: <br />881 N SHAW RD, STOCKTONSUNBELT RENTALS PC 1087 <br />Facility Name: <br />Environmental Health Department <br />40 22 CCR 16 66266.130; HSC 6.5 25250.22 3030004-Properly manages used oil filters and fuel filters <br />OBSERVATIONS: Containers of used metal oil filters were observed out of compliance with the storage rules. <br />1.) Two black, 55-gallon drums containing used metal oil filters were observed with incomplete labeling. No accumulation <br />start date was labelled on the drums. Per Service Manager Miguel Ramos, the filters had been there since at least June. <br />2.) One black, 55-gallon drum containing used metal oil filters was observed with an open bung. No employee was <br />actively adding or removing used metal oil filters. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br />California Health & Safety Code section 25250.22 Fuel Filters. <br />CORRECTIVE ACTION: 1.) Immediately properly label the drums, including the accumulation start dates of when <br />drained used metal oil filters are first placed in the container. Dispose of all used filters stored on-site greater than one <br />year. <br />2.) Ensure the drum is fully closed with a rainproof lid when not in use. Drain all metal oil and fuel filters of free-flowing <br />liquid. <br />Used filters not stored, handled and disposed of according to this section are regulated as hazardous waste. A total of 4 violations were observed during a facility walk- <br />through. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br />by AUGUST 9, 2026. The following was observed during this inspection: <br />-2 empty blue 55-gallon drums labeled "Used Paper Oil Filters". <br />-3 blue containers to hold 5000lbs of oily absorbent. <br />-2 black 55-gallon drums containing used metal oil filters. <br />-2 empty black 55-gallon drums labeled "Used Metal Oil Filters". <br />-3 fire extinguishers. <br />-Containers with kitty litter/spill control equipment. <br />1868 E.
