Sammons, Lynsey [EHD]
From:
Sammons, Lynsey [EHD]
Sent:
Friday, August 21, 2026 2:21 PM
To:
'Norm Lumpkin'
Cc:
Presto, Carol [EHD]
Subject:
RE: RTC 4 of 4
Hi Norm,
Received, thankyou for submitting these. You sent several emails but I'm going to respond to them all in
this one reply to keep things clear. There are still some open violations, including some that I already
provided similar feedback for. Please make sure you read and address all corrective action guidance
from the report for each open violation.
Also please remember that all violations need a corrective action statement submitted along with any
additional documentation.
HMBP Violations:
• #3 —Closed 6/24/26
•
#10— Open. The CERS inventory has not been corrected with the items listed in the report.
• #11 —Open. The locations for the listed items need to be added to the map you submit to
CERS. It's not the tank that needs to be labeled propane, it's the location of the propane tank that
needs to be labeled on the map. Same for the other items listed in the violation.
• #14—Already closed 4/23/26
LQG HazWaste Violations:
•
#5— Open. See full corrective action guidance.
o Provide training documentation to the San Joaquin County Environmental Health
Department (EHD) within 30 days. The documentation must include a list of training topics,
date of training, job title, name of employee, written job description (qualifications and
duties), and employee signed (or certified) record that documents the training.
• #7 —Open. Correction letter to DTSC received, I just need a corrective action statement for this.
• #14— Open. I don't see any documentation related to complete hazardous waste determinations
for all the items listed in the violation. See full corrective action guidance.
o Immediately make a hazardous waste determination for each waste and manage them
according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results
or other knowledge to support your hazardous waste determination. Waste testing must be
done using methods specified in Title 22 CCR including sections 66261.20-24. Submit a
statement and supporting documentation with your hazardous waste determination.
Provide disposal records for wastes determined to be hazardous wastes.
■ Received: Photos of the Isoprep184 and Actane73 containers saying they were
emptied into tank, triple rinsed and disposed of. What tank were they dumped
into? What happened to the rinse water? How were they disposed of?
