Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />July 30, 2026 <br />Facility Address: <br />17715 E HWY 88, CLEMENTSBIGLIERI FARMS <br />Facility Name: <br />Environmental Health DepartmentAMENDED <br />8/5/2026 <br />40 22 CCR 16 66266.130; HSC 6.5 25250.22 3030004-Properly manages used oil filters and fuel filters <br />OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed on- <br />site. The following used metal oil or fuel filter containers were on-site: <br />-One 55-gallon drum of used oil/fuel filters had incomplete labeling, an accumulation start date of 9/9/2025 and was <br />missing the clamp to ensure it is securely closed. <br />-The drum labeling was corrected during the inspection. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br />California Health & Safety Code section 25250.22 Fuel Filters <br />CORRECTIVE ACTION: Immediately dispose of all used filters stored on-site greater than one year and ensure the drum <br />is securely closed when not adding or removing filters. Used filters not stored, handled and disposed of according to this <br />section are regulated as hazardous waste. Provide a corrective action statement, disposal records and supporting <br />documentation to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a (Minor) Violation. <br />56 22 CCR 12 66262.16(b)(6)(A) 3030030-Maintains and operates the facility to minimize the possibility of <br />fire/explosion/release <br />OBSERVATION: During the inspection, the 300-gallon diesel tank near the shop was observed to be leaking at the valve <br />and several oily drops were observed on the ground below. <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous waste <br />constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately fix the leak and clean any staining on the ground below the valve. Manage the <br />waste generated according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and <br />supporting documentation to the San Joaquin County Environmental Health Department describing the storage and final <br />disposition of the cleaned up waste. <br />This is a (Class 2) Violation. <br />1868 E.
