Small Quantity Hazardous Waste Generator Program Inspection Report <br />Date: <br />July 30, 2026 <br />Facility Address: <br />17715 E HWY 88, CLEMENTSBIGLIERI FARMS <br />Facility Name: <br />Environmental Health DepartmentAMENDED <br />8/5/2026 <br />10 HSC 6.5 25160.2 3010013-All consolidated manifest requirements are met <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years <br />during the inspection. <br />-The facility utilizes a third party to perform maintenance on their trucks and forklifts. On 7/30/26, Max Biglieri stated the <br />third party company takes all waste generated with them. <br />-On 8/5/26, Dino Biglieri stated the facility generates used oil and used oil/fuel filters. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This <br />period of retention is extended automatically during the course of any unresolved enforcement action regarding the <br />regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years (7/30/2023 through 7/30/2026) for all <br />hazardous waste including waste generated on site that a third party maintenance company takes with them. Provide <br />these records and a corrective action statement to the EHD within 30 days. <br />This is a (Class 2) Violation. <br />16 27 CCR 1 15188(b), (c); HSC 6.11 25404(e)(4) 3010036-Program data reported electronically, and accurately, when <br />required <br />OBSERVATION: This business's hazardous waste activities have not been reported on the California Environmental <br />Reporting System (CERS) website. <br />REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS website. <br />CORRECTIVE ACTION: During the inspection, Partner Max Biglieri made a CERS submittal reporting the business's <br />hazardous waste activities. <br />This was corrected on site. <br />This is a (Class 2) Violation. <br />23 22 CCR 12 66262.16(b)(1), 66262.16(b)(8), 66262.16(c), 66262.16(g)(2); HSC 6.5 25123.3(h)(1) 3030010-SQG <br />disposed of hazardous waste within 180 days of accumulation start date (90 days for AHW) <br />OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of greater <br />than 180 days or no accumulation start date: <br />-One 300-gallon used oil tank with an accumulation start date of 8/22/2025 <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in compliance <br />with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the disposal records to <br />the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a (Class 2) Violation. <br />1868 E.
