The following is an itemized list of Small Quantity Hazardous Waste Generator Program <br />violations that have not been addressed for Valley Transport Refrigeration as of August <br />26, 2026. <br />Open violations from July 22, 2025 inspection <br />OBSERVATION: <br />1) Diesel stains were observed throughout the facility. Per, Accountant Linda Jimenez the facility puts new soil on top <br />of the diesel stained soil. The facility does not clean up the diesel contaminated soil. <br />2) Both the aboveground storage tank diesel fuel hose and diesel fuel filter were found to be leaking. The area <br />underneath these two components showed heavy diesel staining due to the active leaking. <br />REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br />disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br />point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by transportation <br />to a permitted hazardous waste treatment, storage, and disposal facility (TSDF) or other authorized point. <br />CORRECTIVE ACTION: Immediately clean all diesel contaminated soil throughout the yard. In addition, immediately <br />stop and repair all leaks from the aboveground storage tank system and clean the contaminated area. Provide a <br />corrective action statement and disposal records to the San Joaquin County Environmental Health Department within <br />30 days. <br />Describe actions taken or will be taken to correct violation: <br />¨ This violation will be corrected by (date): ¨ This violation was corrected <br />¨ Supporting documents included <br />OBSERVATION: A complete modified contingency plan with an assigned emergency coordinator was not posted at <br />the facility. <br />- Accountant Linda Jimenez stated that there is not currently an assigned Emergency Coordinator. <br />REGULATION GUIDANCE: The emergency coordinator or his designee must respond to any emergencies that arise. <br />The business operator must post the following information next to telephones or in areas directly involved in the <br />generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency <br />coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire <br />department unless the facility has a direct alarm. <br />CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br />Joaquin County Environmental Health Department that the correction is complete. <br />Describe actions taken or will be taken to correct violation: <br />¨ This violation will be corrected by (date): ¨ This violation was corrected <br />¨ Supporting documents included <br />Page 1 of 5
