The following is an itemized list of Small Quantity Hazardous Waste Generator Program violations that have not been addressed for Valley Transport Refrigeration as of August 26, 2026. Open violations from July 22, 2025 inspection OBSERVATION: This business does not have a hazardous waste ID number in the California Department of Toxic Substances Control (DTSC) database. REGULATION GUIDANCE: A hazardous waste generator shall not treat , store, dispose of, transport or offer for transportation, hazardous waste without having received an Environmental Protection Agency (EPA) Identification (ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per month , less than one kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID numbers are unique to a business and site location. CORRECTIVE ACTION: Go to the DTSC web site at https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ to obtain an ID number. Immediately apply for your ID number and submit evidence to the San Joaquin County Environmental Health Department within 30 days. Describe actions taken or will be taken to correct violation: ¨ This violation will be corrected by (date): ¨ This violation was corrected ¨ Supporting documents included OBSERVATIONS: Metal fines were found along the floor of the repair shop. Additionally, a pile of metal fines were found in an open Diesel trailer and below said trailer. Accountant Linda Jimenez was unable to determine if it is hazardous waste. REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste as specified in Title 22 California Code of Regulations (CCR). There are wastes that are listed as hazardous wastes. There are wastes that exhibit one or more of the hazardous waste characteristics: toxic, corrosive, reactive or ignitable. Metal particles 100 microns or smaller in size must be handled and disposed of as hazardous waste if the metal is determined to be a hazardous waste. Metal particles larger than 100 microns in size can be recycled as scrap metal. CORRECTIVE ACTION: Immediately make a hazardous waste determination for the metal fines and manage it according to Title 22 CCR. Use Safety Data Sheets (SDS), waste sampling and test results or other knowledge to make your hazardous waste determination. Waste testing must be done using methods specified in Title 22 CCR including Title 22 CCR sections 66261.20-24. Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current storage and labeling for wastes determined to be hazardous wastes. Provide disposal records for wastes determined to be hazardous wastes and stored longer than the number of days specified in Title 22 CCR for your hazardous waste generator status.
