(Stantec), on behalf of the City of Stockton (the City), has <br /> prepared this Supplemental Site Investigation Work Plan pertaining to the South Pointe property <br /> located at 701, 705, 833, and 855 West Weber Avenue in Stockton, California (the Site). The Work <br /> Plan has been prepared in accordance with the Standard Voluntary Agreement (SVA), Docket <br /> Number HSA-TY21/22-122, between California Department of Toxic Substances Control (DTSC) and <br /> the City, executed on April 4, 2022. The Site is an Equitable Communities Revitalization Grant <br /> (ECRL) environmental cleanup project. <br /> The attached Work Plan proposes supplemental site investigation activities at the Site in <br /> accordance with previous technical discussions with DTSC. This transmittal letter also presents <br /> responses to comments received from DTSC in electronic correspondence dated December 27, <br /> 2022. Responses to comments are provided to assist DTSC in their review of the attached Work <br /> Plan. <br /> Responses to DTSC Comments <br /> Comments from Uta Hellmann-Blumberg, DTSC Toxicologist. <br /> Comment #1 -Tables with specific chemicals: The workplan lacks one or more table(s) showing <br /> which specific chemicals will be investigated in which media. Table 1 only has general terms for <br /> groups such as VOCs, PAI-Is or metals. Please provide tables listing all chemicals of potential <br /> concern (COPCs) that will be investigated. <br /> Stantec response: Appendix D of the Work Plan includes tables illustrating which chemicals will be <br /> analyzed for each chemical group. <br /> Comment #2 -Screening levels and reportin_ Iq imits: Screening levels (SLs) for all chemicals and all <br /> media for which sampling is proposed should be presented transparently in tables. As soon as <br /> laboratory reporting limits are available (prior to sampling) the reporting limits should be added to <br /> the tables. Acceptable screening levels in the order of priority are DTSC-SLs, USEPA RSLs, other. <br /> Design with community in mind <br />
