CITADEL E H S <br /> assess resolve strengthen <br /> February 9, 2024 <br /> Mr. Alan Buehler, P.G. <br /> Engineering Geologist <br /> Central Valley Regional Quality Control Board <br /> 11020 Sun Center Drive #200 <br /> Rancho Cordova, California 95670 <br /> Subject: Soil Vapor and Groundwater Investigation <br /> Former Countryside Market <br /> 10848 Copperopolis Road <br /> Stockton, CA 95215 <br /> LUST CASE #390783, OSCF PROJECT #B185 <br /> Dear Mr. Buehler: <br /> On behalf of the Property Owner, Citadel EHS (Citadel) has prepared this Soil Vapor and <br /> Groundwater Investigation (Work Plan) for the Former Countryside Market property, located at <br /> 10848 Copperopolis Road in Stockton, California, referred to as Leaking Underground Storage <br /> Tank (LUST) Case #390783 and Orphan Site Cleanup Fund Case (OCSF) #B185 (the Site; Figure 1). <br /> This Work Plan has been prepared in response to electronic mail correspondence from the Central <br /> Valley Regional Water Quality Control Board (RWQCB) dated December 12,2023 (Attachment A). <br /> The Site background, objectives, scope of work, and schedule are provided in the sections that <br /> follow. <br /> BACKGROUND <br /> The Site is located in eastern San Joaquin County, approximately two miles east of the city limits <br /> of Stockton, and southeast of the intersection of Copperopolis Road and Tulsa Road. The Site <br /> vicinity is primarily rural residential and agricultural. The Site is vacant with the current owner <br /> occupying a single-family residence on a separate parcel of land directly south of the Site. <br /> Countryside Market, a former gasoline service station and convenience store occupied the <br /> property until about 1993. All records indicated the property has been vacant since early 1993. <br /> PREVIOUS ENVIRONMENTAL INVESTIGATIONS <br /> Below is a brief summary of work completed at the Site by interested parties: <br /> • March 5, 1993 - Two underground storage tanks (USTs) were removed under San Joaquin <br /> County Environmental Health Department (SJCEHD) permit by Janet Wisecarver; <br /> • October 31, 1995-Excavation activities performed by Upgradient Environmental Consultants <br /> (UEC) were completed under a contract with Stockton Mortgage Company; <br /> 102 Mill Street, Grass Valley, California 95945 • 707.694.6027 • tfallsCcitadelehs.com <br />
