This is the second allegation of improper waste discharge the Regional Board has received <br />regarding your facility. After the first complaint, which was received on 20 October 2003, you informed <br />staff that all wastewater would be trucked to the City of Stockton wastewater treatment system and that <br />you were negotiating to obtain an industrial waste discharge permit with the City of Stockton. Your water balance may need to include an estimate of the <br />amount of domestic wastewater discharged if it is not metered with the industrial wastewater. At a <br />minimum, please consider the time period from 9 December 2003 to the most recent data you have <br />available. The report should also address the source of the water observed by staff on the gravel lot on <br />7 October 2004. Please submit the report by 30 November 2004. We are not requiring the report to be <br />prepared under the supervision of a California licensed engineer but if you are not familiar with <br />wastewater generation issues it may be helpful to discuss this request with a qualified engineer familiar <br />with this type of wastewater evaluation. <br />a
