The Contractor shall ensure that <br /> the WPCM is qualified to prepare and implement the WPCP. <br /> The WPCM shall be: <br /> 1. Responsible for water pollution control work. <br /> 2. The primary contact for water pollution control work. <br /> 3. Have authority to mobilize crews to make immediate repairs to water pollution control practices. <br /> The Contractor may designate one manager to prepare the WPCP and a different manager to implement the plan. <br /> WATER POLLUTION CONTROL PROGRAM <br /> The Contractor shall submit a Water Pollution Control Program(WPCP)to the Engineer for approval. The WPCP shall <br /> conform to the requirements in the Preparation Manual and these special provisions. <br /> The WPCP shall include water pollution control practices: <br /> A. For storm water and non-storm water from areas outside of the job site related to construction activities for this <br /> contract such as: <br /> 1. Staging areas. <br /> 2. Storage yards. <br /> 3. Access roads. <br /> B. Appropriate for each season as described in"Implementation Requirements"of these special provisions. <br /> The WPCP shall include a schedule that: <br /> A. Describes when work activities that could cause water pollution will be performed. <br /> B. Identifies soil stabilization and sediment control practices for disturbed soil area. <br /> C. Includes dates when these practices will be 25,50,and 100 percent complete. <br /> D. Shows 100 percent completion of these practices before the rainy season. <br /> The WPCP shall include the following temporary water pollution control practices and their associated contract items of <br /> work as shown on the plans or specified in these special provisions: <br /> A. Temporary Sediment Control <br /> 1. Street Sweeping <br /> B. Non-Storm Water Management <br /> 1. Construction Site Management <br /> C. Waste Management and Materials Pollution Control <br /> 1.
