The Contractor shall keep the secondary containment facility free of accumulated rainwater or spills. After precipitation, <br /> or in the event of spills or leaks,accumulated liquid shall be collected and placed into drums within 24 hours. These liquids <br /> shall be handled as hazardous waste in accordance with the provisions in "Hazardous Waste" of these special provisions, <br /> unless testing determines them to be nonhazardous. <br /> Incompatible materials,such as chlorine and ammonia,shall not be stored in the same secondary containment facility. <br /> Materials shall be stored in the original containers with the original product labels maintained in legible condition. <br /> Damaged or illegible labels shall be replaced immediately. <br /> The secondary containment facility shall have the capacity to contain precipitation from a 24-hour-long, 25-year storm; <br /> and 10 percent of the aggregate volume of all containers, or all of the volume of the largest container within the facility, <br /> whichever is greater. <br /> The Contractor shall store bagged or boxed material on pallets. Throughout the rainy season,bagged or boxed material <br /> shall be protected from wind and rain during non-working days and when precipitation is predicted. <br /> The Contractor shall provide sufficient separation between stored containers to allow for spill cleanup or emergency <br /> response access. Storage areas shall be kept clean, well organized, and equipped with cleanup supplies appropriate for the <br /> materials being stored. <br /> The Contractor shall repair or replace perimeter controls, containment structures, covers, and liners as needed. Storage <br /> areas shall be inspected before and after precipitation,and at least weekly during other times. <br /> Stockpile Management <br /> The Contractor shall reduce or eliminate potential air and water pollution from stockpiled material including soil,paving <br /> material, or pressure treated wood. Stockpiles shall be located out of floodplain when possible, and at least 15 in from <br /> concentrated flows of storm water,drainage courses,or inlets unless written approval is obtained from the Engineer. <br /> The Contractor may discontinue adding or removing material for up to 21 days and a stockpile will still be considered <br /> active. <br /> The Contractor shall protect active stockpiles with plastic or geotextile cover, soil stabilization measures, or with linear <br /> sediment barrier when precipitation is predicted. Active stockpiles of cold mix asphalt concrete shall be placed on an <br /> impervious surface and covered with plastic when precipitation is predicted. <br /> The Contractor shall protect inactive soil stockpiles with a plastic or geotextile cover,or with soil stabilization measures <br /> at all rimes during the rainy season. A linear sediment barrier around the perimeter of the stockpile shall also be used. <br /> During the non-rainy season soil stockpiles shall be covered and protected with a linear sediment barrier when precipitation is <br /> predicted. The Contractor shall control wind erosion during dry weather as provided in Section 10, "Dust Control," of the <br /> Standard Specifications. <br /> Stockpiles of portland cement concrete rubble, asphalt concrete, asphalt concrete rubble, aggregate base, or aggregate <br /> subbase shall be covered with plastic or geotextile, or protected with a linear sediment barrier at all times during the rainy <br /> season,and when precipitation is predicted during the non-rainy season. <br /> Stockpiles of cold mix asphalt concrete shall be placed on and covered with impermeable material at all times during the <br /> rainy season,and when precipitation is predicted during the non-rainy season. <br /> Stockpiles of pressure treated wood shall be covered with impermeable material and placed on pallets at all times during <br /> the rainy season,and when precipitation is predicted during the non-rainy season. <br /> The Contractor shall repair or replace linear sediment barriers and covers as needed or as directed by the Engineer to <br /> keep them functioning properly. Sediment shall be removed when it accumulates to 1/3 of the linear sediment barrier height. <br /> WASTE MANAGEMENT <br /> Solid Waste <br /> The Contractor shall not allow litter or debris to accumulate anywhere on the construction site, including storm drain <br /> grates, trash racks, and ditch lines. The Contractor shall pick up and remove trash and debris from the construction site at <br /> least once a week. The WPCM shall monitor solid waste storage and disposal procedures on the construction site. The <br /> Contractor shall provide enough dumpsters of sufficient size to contain the solid waste generated by the project. Dumpsters <br /> shall be emptied when refuse reaches the fill line. Dumpsters shall be watertight. The Contractor shall not wash out <br /> dumpsters on the construction site. The Contractor shall provide additional containers and more frequent pickup during the <br /> demolition phase of construction <br /> Solid waste includes: <br /> A. Brick, <br /> B.
